clubs bs Be it enacted by bythe the Se Senate and House of Representatives of the United States of America in m Congress assembled That this Act may be cited as the Handgun Control Act Act of of 1911 1977 SECTION 1 The Congress hereby finds and declares res a Car that sales annual of handguns inthe the United United States dS States ha have e risen sharply in the last decade bringing the total number umber of handguns in private hands to approximately twenty-four twenty million by the end of 1968 and b that handguns play playa a and a role disproportionate disproportionate to their number in comparison with long guns rn the commission of homicide aggravated assault and armed aimed robbery robbery robbery rob rob- bery and aid that the percentage of violent crim crimes in which handguns hand band guns are used is increasing a and and c that most homicides are committed in altercations between between be be- twe tween n relatives neighbors or other acquaintances rather than in a confrontation between strangers and MENSES d That handguns in the home are of less value than is commonly thought in defending against intruders and are more increase the danger of a firearm fatality to the inhabitants than to e enhance nce their personal safety and ande e that with few exceptions handguns are n not J u used 2 ed for sporting or recreational purposes and that such Purposes donot manufacturer man- man or dealer to sell or otherwise transfer any handgun or handgun un ammunition to person except another licensed importer manufacturer or dealer d ler without Presen- Presen ho c ft pg g. g 3 Ue e Every manufacturer importer and dealer who sells or otherwise transfers handguns or handgun ammunition shall maintain records of sale or transfer of handguns and handgun I a ammunition in such form as the Secretary may by regular regulations regulations regula regula- r provide and shall permit the Secretary to enter enter the e premiSes premises prem prem- ices at reasonable times for the purpose of inspecting such records 1095 Voluntary delivery to law enforcement agency a A person may at any time deliver to any Federal State or local law enforcement agency designated by the Secretary Secretary Sec Sec- j a handgun owned or possessed by such person The Secretary Sec Sec- Secretary shall arrange with each ag agency ncy designated to receive I handguns for th the transfer des destruction or other disposition of all handguns delivered under this sec section 1 b Upon proof of lawful acquisition and ownership by bya a person delivering a handgun to a law enforcement agency under this section within one hundred and eighty days of ther the r effective date of this chapter the owner of the handgun shall be entitled to receive from the United States a pa payment ent equal l. l to the fair market value of the handgun or 25 whichever is more 1093 Penalties a Whoever violates any provision of Section 1091 of this thi 4 chapter shall be fined not more UNLAWFUL TO INTERFERE WITH APPARATUS OR ORT ORTO T TO SEND FALSE ALARMS It shall be unlawful for any person to break d destroy troy or in any manner interfere with or to obstruct cover or cause to be hidden any electrical fire alarm register or any wire pole or apparatus connected therewith or any fire hydrant hydrant hy hy- hy- hy drant or knowingly to send any false alarm from through or over any fire alarm apparatus or through or by telephone or any messenger service box t Section 6 2 v U.
