They believe time for action has arrived. Thirty per cent of the money borrowed is made as a grant or gift, and the remainder (if the project is accepted) may be paid for in thirty years. No in crease in taxes is possible, per assessors statement, but service certificates are issued to the fed eral government, equivalent to a mortgage or similar lien on the utilities. At the special meeting held May 4th the board thought it unwise to endanger themselves individually- - by offering more than $2500 for a maximum of one sec. ft. of water, but have reason to believe that this purchase would be approved both by the towns people and the fe- deral authorities. The board has offered to do all it may reasonably do to induce the federal engineers who may supervise the work to buy all the present system in place and otherwise, and to pay a reasonable price for it, in addition to the cost of the water. But it has no authority to make an agreement to purchase for a stated price.
