ARTICLE 10 OF THE constitution OF THE STATE OF UTAH RELATING TO THE PROCEEDS OF LANDS AND OTHER PROPERTY AND CREATING A PERMANENT FUND AND A UNIFORM SCHOOL L FUND FOR THE COMMON AND PUBLIC SCHOOLS Us be it resolved by the legislature of the state of utah two thirds of all the members elected to each house ap ACTION ON 1 therein that it is proposed to tre section 3 of article 10 of tile the constitution of the state of utah as amended by the vote of the electors at the general election of 1930 to read as follows see sec 3 the proceeds of the sales of all lands that have been or may hereafter be granted by the united states to this state for the support of the common schools and five per of the net proceeds of the sales of united states public lands lying within the state and sold by the united states subsequent to the admission of this state into the union shall be and remain a permanent fund to be called the state school fund the interi inter ct t of which only shall be expended for the support of the common schools ahe interest on the state school fund the proceeds of all property that may accrue to the state by escheat or forfeiture all unclaimed shares and dividends of any corporation incorporated under the laws of this state the proceeds of the sales f timber and the proceeds of the g e or other oilier disposition of minerals 4 property from school and ate te lands other than those granted for or specific purposes shall with such other revenues as th the legislature may from time to time allot thereto constitute a fund to be known as the uniform school fund which uniform school fund shall be maintained and used for the support of the common and public schools of the state and apportioned in such manner as ai the legislature shall provide the provisions of section 7 article XIII of this constitution shall be construed as limitation on the rate of taxation on tangible property for district school purposes and not on the amount of funds available and further no moneys allocated to the uniform school fund shall be considered in fixing the rates of taxation specified in section 7 of article XIII SECTION 2 the secretary of state is directed to submit this proposed amendment to lo the electors of the state at the next general election in the manner provided by law SECTION 3 if adopted by the electors of the state this amendment shall take effect the first day of january constitutional amendment no 2 RATE BATE OF TAXATION PURPOSES distribution A JOINT resolution PROPOSING AN AMENDMENT TO SECTION 7 ARTICLE XIII OP OF THE constitution OF THE STATE OF UTAH RELATING TO THE RATE OF TAXATION PURPOSES AND distribution be st it reto resolved tved ty by the legislature of the state of utah two thirds of all of the members member elected to each house concurring therein SECTION 1 that it is proposed to amend section 7 of article 13 of the constitution of the state of utah as amended by the vote of the electors at the general election of 1930 to read as follows see sec 7 the rate of taxation on an tangible property shall not exceed on bac each dollar of valuation two and four tenths mills for general state purposes two tenths tenth of one mill for high school purposes which shall constitute the i high school fund said furt fur shall be apportioned r in the manner the legislature shall provide to the districts maintaining high schools and such levy for district school purposes purpose s which together r with such other fun funds d as may be available for district school purposes will raise annually annu illy an amount which equals 25 for each person of school age in the state as shown by the last preceding school census the same to be distributed amo among n the sc school hool districts according to t the V alast last preceding school census and in addition an equalization fund which when added to other revenues provided for this purpose by the legislature shall bs be 5 for each person of school age as shown by the last preceding school census said equalization fund shall be apportioned to the school districts in such manner as the legislature shall provide said rates shall not be increased unless a proposition to increase the same specifying the rate or rates proposed and the time during which the same shall be levied be first submitted to a vote of such of the qualified electors of the state as in the year next preceding such election shall have paid a property tax assessed to them within the state and the majority of those voting thereon shall vote in favor thereof in such manner as may be provided by law SECTION 2 the secretary of state is directed to submit this proposed amendment to the electors of the state 1 l n the next general election in the anner provided bv law SECTION 3 if adopted by the electors of the state thi this amendment shall talce take effect the first day of january 1939 1039 constitutional amendment no 3 HOURS OP OF WORK ON PUBLIC WORKS A JOINT resolution PROPOSING TO AMEND SECTION 6 ARTICLE 16 OF THE constitution OF UTAH RELATING TO HOURS OF WORK ON ALL PUBLIC WORKS be it resolved by the legislature of the state of utah two thirds of alt all members elected to each of the two houses voting in favor thereof SECTION 1 that it is proposed to amend section 6 of article 16 of the constitution of the state of utah sec 6 the legislature shall determine the hours that shall constitute a days work on en all works or undertakings carried on or aided by the state county or municipal government and the legislature shall pass pas laws to provide for the health and safety of employees in factories smelters shelters sm elters and mines and shall determine the number of maximum hours of service per day SECTION aar apr 2 that the secretary of state is hereby directed to submit this proposed amendment to the electors of the state at the next Trent beneral ze election in the manner provided by law SECTION 3 it if adopted by th
