Show barton observes observe S by ina M A barton if I 1 understand correctly the united states in order to maintain neutrality principles has come to the conclusion through legal interpretation that this government has no jurisdiction I 1 over the activities of ameri cans living in ill other countries who may be engaged in the manufacturing or shipping of war var materials to bele gerant nations taking the attitude that such americans are responsible to laws and regulations of those countries counti ies where they may be operating however I 1 have heard nothing about an embargo on individual american capital which may be transferred to other countries for the use ua of americans manufacturing war var materials suppose I 1 were a capitalist supposition is is as close to lo being one as I 1 could ever get but suppose I 1 were such and my pet interest were were manufacturing fac turing of munitions and the neu law of my country made my investment unprofitable so for the sake of camouflaging pretentious loyalty I 1 outwardly appeared subservient in the case of peace while secretly my millions were vere supporting the manufacture of war material in another peaceful country had not invoked invoiced neutrality as far as shipping to bele gerent nations was concerned could I 1 be classified in fact as a loyal citizen to my government which has so commendably formulated ples of neutrality for the safe guarding of peace and prosperity of the american people no my bly dollars s should bo be as loyal in the avoidance of war conflicts as my outward physical conduct and expression and now if an air american in another country is manufacturing and shipping munitions to bele gerant nations by the neutrality laws of this government is he entitled to the protection of this gov crement in his pursuit of life liberty and happiness while thus aliu engaged should the guarantee of his safety be backed up by our army and navy while lie is doing something in another anether country which our government would prohibit his doing in the united states if 11 he be gets from under the peace making laws of this country in order to appease his lust for lucre at the expense of those suffering the million hells of war why should he not be subject and amenable to the laws of that country only to which he has gone until he h sees fit to return if ever to this land of humanitarian ideals ideal virtues oil of which are arc kept fresh by remembrances of the world war I 1 think that americans American should not do with themselves or their money in other countries what they would be prohibited doing here unless they waive all ii rights gats of protection by the united states while thus engaged americans should be morally as well as lawfully loyal to this country wherever they are that is one phase of real pat |
