Show READERS SHOULD THE PEOPLE OF DUCHESNE COUNTY BE IN FAVOR or OF amendments the salt lake tribune thu thursday rs october 27 contains an article that expresses the attitude 0 of f the salt lake city board of education toward the proposed school amendments to bo be upon at the coming election their major objection to them was the apparent removal of all limitations on the right of the legislature to provide state school support without an any plan ian for do determining ter the educational edu cop nal program to bo be financed in doing this the board has overlooked the fact that the public schools of the state are arc the only department to which the state grants moneys that now has any limitation placed upon it by the constitution there is no limit placed on the amount of money that the legislature can appropriate to other departments such as roads universities junior colleges leac reform etc schools state hospitals why then should there be a limitation on the public schools article X section I 1 of the constitution ution of utah reads the legislature shall pro provide vide for t the he establishment and maintenance of a UNIFORM system of public schools which shall bo be open to all children of the state and be free I 1 from sectarian control the salt lake city board does recognize the serious needs for added school support in certain sections of the state however they have disregarded the above article of the constitution which if carried out by the legislature I 1 would eliminate that need of any district over another but why is this situation existing today because in this same constitution there is a limit placed on tile the amount of revenue that can be disburses to the public schools in a single fiscal year the salt lake tribune april 7 1938 contains an article giving a report from T J midgley assistant budget director to the governor of the state advising him that there is now enough money in the fund to make up the required 25 per capita the constitution provides vides that the excess shall go to the general fund and it is expected between now and the end of the fiscal year will amount to to the taxpayer of duchesne county you helped pay this and you paid it as a school levy with the understanding that it would go to the schools but under ith the e pre present sent constitution this could not at be given to the acl schools bools because they had alrea already ly reached their constitutional limitation in an editorial from one of our state papers last week the author stated that we should put on the breaks and stop trying to keep up lip with the joness in maintaining our schools why should we n Pu duchesne chesne county have to be trying to keep up with any joness our stu students bents are just as good as students in any other part of th tha state the 1937 legislature appropriated out of the general fund to the public schools of the state but again this amount haa ha 1 to be diverted back to the general fund because the schools had already reached their limitation to the voters of duchesne Du chesno county may we urge you to read and study these amendments before election time there is nothing in them that is mysterious or that should not be road read by the average citizen those these amendments do not carry any program for raising the taxes of the taxpayers in this county or any other county but are constructed ted to change the constitution so that revenue already rais ed cd as lias has been tile the case the last three years can be used in the public school fund and not diverted to the general fund to be used for other purposes if you think the schools should have this revenue then vote yes for the amendments next tuesday submitted by RONALD pros duchesne county teachers association |
