project has been the cause of irrigation companies under moon aloon lake to loe lobe thirty to forty percent perce it of their stockholders all ali realized that the spectre of repayment of the huge government loan for the reclamation project is holding back the bale sale and cultivation of laras lan ls coming in inder 1 der it lu several v 1 ral plans for levying assessments for the moon aloon lake and other state reclamation projects were discussed by the group among which was a plan whereby assessment will be based oi crop production the most favorable favo rabe at present is a plan that will arrix arrive at I 1 the average gross income per acrel acre I 1 covering a period of ten ye years ars and 11 three iz percent of this average income will bo be the inual annual a payment provisions made blade A liberal eral estimate of income of lands ian rid U under n cr the moon lake project is 1000 per acre a year on this basis repayment assessments would amount to only per acre aid a id td officials of the project have felt that under the present contract at least ton ten percent of the average income would be aces sary in repaying the cost of the project in 40 years provisions in the three percent of gross income plan allow for good and bad crop years if the gross income averages 25 percent above the normal base farmers will pay an additional I 1 per ce it to the government and according to increased income up tip to the maximum of 9 percent on the other hand if drouth or economic disturbances cause the average I 1 income to fall 25 percent below normal two percent of the average income will be the moon lake levy if the income decline is 50 percent below normal only 1 per cent repayment will br be asked the minimum it is 1 per cent of the average income which amount is required annually from all lands under the project thus in good years when nhen farmers make money they can pay off their debt and in n bad years y e ars the debt will not be burdens
