Show information NATION ON TAYLOR GRAZING ACT NOW IN FORCE ATTORNEY RAY E TOLLMAN EXPLAINS principals OF RECENTLY ENACTED TAYLOR GRAZING BILL ACTING AS ONE OF THE COMMITTEE MEN FOR DUCHESNE COUNTY ATTORNEY DILLMAN ASKS PEOPLE interested TO MAKE TION the taylor grazing act was passed by congress on june bof of this year it provides that the secretary of the interior may withdraw from the public domain acre of land and organize portions thereof into grazing districts these grazing districts are to be organized in such size and topographical area as will be most suitable for administration the burpoe behind such legislation is to promote the best range practices and to re tore the lands to a greater productive use lack of 0 regulation and restriction has reduced the grazing lands to an estimated use of twenty eight per cent of its former productivity to further develop the use of these lands wells storage reservoirs and tanks hilll be construe constructed ted in places of advantage to insure the purposes of the act permits will be given to users under certain preferential classes these users will pay certain fees and will ibe restricted in the use that is made of the range so that it may be allowed to reseed and rehabilitate itself regulations will be adopted where necessary to protect these lands from erosion and flood waste besides making these re regulations ions and restrictions the secretary of the interior will make further studies and observations to protect and rehabilitate these areas T A penalty of is provided for persons who wilfully violate these preference shall be given lit in the issuance of permits to those within or near a district who are land owners engaged in the live stock business bona fide occupants or settlers or owners of water rights or persons leasing them and who have established uses in the use of the under such classes these permits shall not run for longer than a ten year period during periods of range depletion due to severe drouth or other natural causes or in case of general epidemic other restrictions in the use of the ranse range iray be made or ohp secretary may waive paytent of tr fo by the users a or permitted per utah has been divided into efto general districts tor for the purpose of effecting a general or organization aniza tion and of adopting such regulations as will best carry into effect the purposes of the act A general committee of fifteen sheep men and a like number of bittle wen nen compose the general committee tor for the eastern utah division these committees have met and organized they have also met and prepared and submitted certain emergency regulations to control the use of the range during the present emergency the present regulations adopted restrict the use of the public domain to its previous customary use it provides that the use shall be restricted for the present year to those who have used the range before january 1 1932 except where persons are otherwise eligible under tinder the other provisions of the act giving them preference because of land holdings it also provides that it if any person desires to teed feed and not use the range this year that they will not forfeit any right or classification they may oth otherwise erwi be entitled to by reason of non use tor for the present year these regulations are intended to exclude grazing by transients who have live not established any previous use the department has prepared a general form of application for persons asking grazing privileges within these districts it is desired that such applications be submitted as soon as possible as they are grouping and such albl alpl Icat ions and delay may impair any users standing the number of livestock for which permits will viii be allowed will largely depend on the results of the study and classification that is now being made |
