Show editors note the following resolution petition has been printed by the roosevelt standard company and made up in book lorm form and lias has been delivered to several beveral of the uintah basin citizens for circulation read it over and it if you feel that you would like to write your name along with the many thousands who undoubtedly will be sure and let us know and we will see that you have the opportunity port unity to ido do so BO we also want to urge those who have been so kind to assist in the circulation of these petitions tit ions that they speed up their work just as quickly as possible as it Is urgent that we get these petitions into the hands bands of congressmen before this session ends Js Is within the next three weeks warning after you have secured all the signers you deem possible ba sure and senu it back so that they may be compiled in their proper order COME ON LETS GET WHAT IS DUE US to the congress of states and the department ot of the interior washington D C we the undersigned undersigner under signed residents and property owners within the former indian reservation within uintah and Duc duchesne besno counties utah do respectfully set forth and say eay that heretofore by congressional enactment and proclamation of the president of the united states the territory embraced within the uintah indian reservation was thrown open to settlement homestead and sale under a special act of congress that prior to the opening of such lands to entry approximately acres were selected as grazing ground and reserved served lo for or the use of members of the indian tribes allotments were selected and designated for each member of such tribes that said lands were arid in nature and to improve prove and cultivate alim it became necessary to hipply water through the process of irrigation to make beneficial use of such waters upon these various allotments within the time required under the irrigation law that in order to beneficially apply the water upon these lands the indian department extensively throughout various sections of the united states advertised and secured lessees lessels to come coma upon and lease these indian lands that very flattering terms ot of lease were made in order to secure improvement of these lands and the applying of the water to beneficial use within the time as required by law that by reason of such kiich iberal and terms many hundreds of people were induced to como upon these lands and improve them such lessees lessels were in nearly every instance white people and largely possessor possessed of large families and no money or personal property that by so securing these there leskes to come and reside upon these allotments and school schoel population was greatly increased and became a burden upon the school facilities of these counties that approximately 38 39 per der cent of 0 the agricultural lands of 0 these thesa counties are embraced tm cm braced within these allotments and are under the present regulations ablo that by reason of the administrative expense and the expenses of elf maintaining free education tor for the residents of these lands with the other county expense exi pense the tax burden has become so BO oppressive that its ita further continuance under present conditions can not be met that under the original provisions of law tor for the creation and preservation of these allotments aHot ments in trust for the indians it was waa provided that title in tes fee should vest in the allo illo tees not later than 1932 that further continuance of the status statue of thise lands in trust and without line meeting eting a just and fair proportion ot or the expense incident to governmental activity now supplied by the stathis ela sta teIs unjust unreasonable and oppressive therefore we the undersigned undersigner under signed do respectfully request that proper pro pr and suitable provision be made ifor the contribution by the government or br by making these lands subject to taxation shall be provided so that they will meet thear just and proportionate costs of state county and school expense we further call attention to the memorial passed by the recent utah legislature and endorsed the action therein requested respectfully submitted |
