surfacing sui facing of streets street in improvement pro district no I 1 has levied by ordinance of the city council of the city of roosevelt utah which became effective october 15 1927 said special tax is levied upon the following described real estate in the city of roosevelt utah to wit the west halt half of blocks 4 9 16 21 and 28 the east cast halt half of blocks 5 8 17 20 29 lot 1 block 4
