Show GOVERNOR DERNS ADDRESS AT HIS inauguration WEALTH GREAT BUT ITS HONEST CITIZENRY IS BEST ASSET GOVERNOR PLEDGES TO CAUSE OF PEOPLE IN INAUGURAL ADDRESS below is printed the complete text of 0 the speech made by gover nor george dern at his inauguration my fellow citizens in your presence I 1 have just taken a solemn oath that as governor I 1 will support obey and defend the constitution of this state and that I 1 will discharge the duties of my office with fidelity this public ceremony has the sanction of established usage which had its beginnings no doubt in the thought that the incoming executive should be impressed with the seriousness of 0 his responsibility and that the peo pie should at the same time be imbued with a sense of affectionate interest in their government it does not need the pomp of this formality however to make me appreciate the duties that I 1 am assuming toward all of the people of the state prominent in my mind is a sense of anxiety lest my very fallible judgment lead me into acts that may prove harmful to the best interests of my state and its people surely no one in my present position could do aught but highly resolve that his every faculty and effort should be devoted to their welfare may god give me strength land and wisdom to carry out that resolution responsibilities of both may I 1 not my fellow citizens express the thought that I 1 am not alone assuming a solemn responsibility today I 1 am entering into a covenant with you my part of the covenant has been spoken my promise given but this Is a government of the people not merely the government of their elected servants end and you as well mell as I 1 have entered into this solemn engagement it Is the duty of every citizen to support obey and defend the constitution of nation mation and the constitution of the state it if I 1 swear to enforce the laws of the state you on your part are equally obligated to obey the laws and to and sustain your public officers in their efforts to sustain them our responsibility Is mutual and te me must both be faithful it we want to retain and enjoy the blessings of sour our democratic form of government we cannot too often renew our faith in the righteousness of the rule of the people our whole governmental ern mental structure net national notional ional and local is founded upon the principle that the will of the people is supreme jefferson expressed it that only the people truly know what the people need that those wlm can take care of themselves vs are wise and practical enough to help care tor for the state end and nation and that the only way to enforce laws is that the laws shall voluntarily be made by those who ho are to obey them the people therefore are the rulers unless we faith in their hon honesty esty and good sense we shall be doubting the efficacy of 0 our form of government it if I 1 have been elevated temporarily to a position of authority I 1 am mindful of the fact that I 1 have been elevated by you and that my duty Is to carry out your wishes governors duties the constitution of our state says the governor shall see that all thu laws are faithfully executed it Is therefore not tor for him to elect which laws laves shall be executed his sworn duty Is to execute all the laws and no blame coin can attach to him it if he keeps his oath of 0 office ile he can only be held culpable if he executes certain ot of the laws and ignores the rest here too hla his duty Is identical with that of every good citizen there can be no strength or security in our institutions it if citizens undertake to live up to the laws they approve and flout those they do not like domestic la Is subverted by such a course and the resultant internal strife and dissension win will cause true patriotism to wane and progress to halt under our form of government govern meni our public servants are chosen in the turmoil end and passion of 0 party strife partisanship runs high during our elections and tolerance for continued on page 6 GOVERNOR BERNS DERNS ADDRESS AT HIS inauguration continued from page 1 I 1 I 1 the ae vi fews pr of our political opponents sinks to a low ebb tills this is deplorable plo rable because lt it promotes narrowness and political bigotry when the election is ow ovet it is at least time ir for sober sense to return and the heat of 0 the partisan should bo be submerged in 16 the patriotism of f the tha citizen the majority ol of the people have decided upon the personnel of the government and it is the government ot of ail 1911 the people not botany one party There should bu an ungrudging acquiescence in the popular will politics should be laid aside and all should unite to pra promote the general welfare good citizens 0 of whatever party will therefore unite in aiding and supporting their governmental it is my hops hope that partisan distrust and ill will may be replaced with confidence in one another and that we may work together harmoniously in achieving the destiny of the state kate which is our home and which WO we love ove that utah has a great destiny let no one doubt it is now almost thirty years since she was a admitted to the sisterhood ot of states we may profitably glance back over the rec ord of those three decades to see whence she cams came and how far she lias has traveled looking backward is a useless gesture if it moans means nothing except worshiping the past out but it is useful it il it reveals to us the progress that has been made and spurs us on to renewed effort Destin 3 our population has ir creased from in 1890 to 0 in 1920 1900 a gain of ver pt cent our assessed valuation from WA in 1895 bus aas biown grown bearly alx s fola to a total ot of tn ia 1924 sometimes we aie b acome impatient that tile the growth has not been taster faster and at this is surely a substantial galli gain this retrospect should renew our faith in our etite state and reassure us that utah steadily forward in material development I 1 many things have contributed JQ this development be it re remembered that mans every need Is supplied by our mother earth out of the earths eartha crust comes everything we eat drink wear or use all our habitations conveyances tools in tact fact everything ery thing we have be it necessity or luxury agriculture and are the twin sciences that divide between themselves the work of extracting tr these things shingi from the earth agriculture has the vegetable kingdom and mining the mineral kingdom in utah these twin sciences have reached a high state ot of advancement van van cement and they vie with each aach other tor for supremacy i agriculture of state agriculture in its broadest sense senie include forestry horticulture and animal husbandry During the past three decades agriculture has bus been raised from an empirical pursuit to la a highly scientific one As a result ot of soll studies breeding better plants and animals control ot of plant diseases better methods of stock reading feeding and value of our farm products have been multiplied the beet sugar industry the canning Indu industry itry a noi n d the dairying industry have hava demonstrated that they lend themselves exceptionally well to agricultural prosperity and independence pen dence in this state such in destries dus tries esthese as ag these and livestock should be ba fostered and encouraged since they convert farm and range crops into concentrated products that can be more mate profitably marketed the dairying industry tor for example should be more intensively developed our farmers have learned that they cannot make maka money by selling outright their forage crops they have found that under favorable market condi conditions tiong they an can anake make some profet by reeding feeding their hay to so cattle but they are learn learning jing that they can make the most otist money by regarding the cow covi as a machine to 1 convert crops into milk milka which in aurb Is further concentrated into butter abid cheese I 1 hope to see win attall as vf of the foremost states in its output ot of dairy products mineral industry The mineral industry in this state has grown until utah now how produces one the nations silver one sixth of its lead one eighth ot of its copper and important quantities of 0 gold and zinc As a result ot of ut aha metal mining development land and its favorable geographical situation salt lake valley and vicinity havo have become the greatest ore smelting smelling sm elting center in tho tha world and now th the states estates vast iron resources are coming into use and the blast furnaces of f the 0 columbia steel corporation are a already re 1 ady turning out tons ot of pig iron daily As a coal producing state growth has been remarkable tho the production of coal Is now ten times what it wa was thirty years ago hav Ing jumped froba tons in 1895 to tons in 1923 when iye we speak ot of the mining g industry hagood a good many ot of us are prone to think only ot f gold silver copper copner lead zinc coal and iron mines we should rid ourselves of 0 this narrow narrow conception the scope ot of very greatly enlarged when we consider nonmetallic minerals including wt salt gypsum lime e cement asphalt pha I 1 t sa said d grayel gravel stone stoie fertilizers mhd the clay products which embrace the brick and tile industry all these form important items in mineral production and they are only in the infancy of development MONEY HONEY TO S STATE ATE these and others of our indu industries industry 00 have shipped utah products product i boutot the state and in exchange have brought new money into the state it if the proceeds ot of our exported prod acts could all remain litre here awe should haye arple ample capital caltab to develop our latent resources and bring about a high state of prosperity but we do not produce all the things we ai owed eed and in spite ot of the utmost loyalty to home industries it is nece necessary esary to send out much new money to pay tor for goods shipped in our prosperity depends defends in large measure upon maintaining a healthy excess of lofstate state exports oyer over state imports the th outflow of capital lies has been accentuated cp by the increased demand for things that we mv do not produce notably automobiles and supplies and the Valan balance at trade is jess dess favorably than it ought to be not docs this ll hinder inder the development of 0 our natural resources resources through want of 0 capital but it ft appears that many lines ot of business are languishing be cause the tastes of the people have changed fram from clowes clothes and house furnishing to motor cars and outdoor scenery thatis that is one of the reasons why our ur development has not been more rapid an unfavorable freight rate situation also has had a retarding effect the joy of L lhing hing I 1 have spoken of the production of material things because these are the foundation of well being in our occidental civilization every persons first concern is to make baliv a living that thai substantially assured he can turn his bis attention to other things in which are found the higher values of life three meals a day and a house to live in aro are only a little abart toward a life that is worth living there Is no blessing in the world that is greater than good health thanks to an aik awakened interest in public health sanitation has been improved water supplies are being increasingly protected from pollution and disease in its various forms by the application of scientific discoveries eries is being materially lessened thus typhoid fever and farmei formerly ay TC regarded as anavo unavoidable scourges urges are now absolutely pre es tand and when they occur aur it Is a sign of ignorance oscare or carelessness education in a democratic form of government Is scarcely second to health in importance we are proud of the advances made in our utah educational system of higher learning ore yearly raising their standards ot of se scholarship holar ship they tary and preparatory schools convery nature laboratories tor for slow ex anut must mt not be be neglected the elemen trolled strolled by local boards are by their pori peri ments in education as well as agencies for training here we can afford to be conservative in the adoption of new ideas because experiments peri perl ments may fall and they fare are costly yet we a should be alert to adopt now new methods that have been evolved to a point where they seem fairly certain of working an improvement over the system wa iva already have our highways an adequate system or of good roads has been projected and ls Is partly completed which improves marketing efficiency fi fici ency makes social intercourse i e balster ea lster g es the people access to the beaucl beauties as ot of nature and hence adds to toche he joy or ot living tile the new highway y construction tion hlas hag so tar far given the tatti state rue 2 51 miles of hard surf surfaced aced land and miles ot of gravel roads the advent of the automobile with all its consequences has m made ado those these types ot of arpad necessary A falory fahrr good yecid ot of 1895 might be considered almost impassable today road building tor for present day requirements quire ments is a new science and it is still in the experimental stage although rapid progress is being made with all these improvements utah enjoys the distinction ot of having a lower tax per capita than an state west oththo rocky mountains mo ns with a single exception I 1 dweldon dw dwell ellon on these things not to gloss over ove rany any inequalities that exist in our social system nor to imply that we should be content with things as they are I 1 mention them merely to show that vast past efforts to develop the ot or utah have not alfren en ot of results and that wo we havo have reason tor for encouragement in keeping up our 4 aith faith in utah inequalities there pre pie the millennium Is not yet here greed still claims its victims unfairness cruelty and suffering still bill infest the world misunderstandings and contentions I 1 lue due to ignorance prejudice pr 1 and pride at opinion are blot to alv give wa way y to that hat tolerance which ai is the essence or ax true americanism an enlightened government can do much to mitigate these evils by building up tb the self reliance and independence of 0 the individual and by protecting him from the aggressions of his neighbor but in order to have an enlighten col government we must have an enlightened people leopla for ultimately the people are the government the responsibility inevitably coi comes n es back to the t h a individual tor for he is oile oneall af the units tha coi ly lorm dormi the public opinion which I 1 Is the ruling power J justice of government there is injustice batice in the doria wo some have millions while others reek in poverty through accident of 0 birth some children wear good clothes and receive the best education obtainable while others a are re condemned ito work which not only de them ot of opportunity but despoils them of their heritage af childhood the pleasures and vitality of 0 youth and makes them old before their time so far as government carl can go in heeding the tho theiry cry for justice I 1 it should go such unfairness is inot bot decreed bacod nor by any law of nature it is the result ot or humin human greed greed and willful disregard tor for the welfare of others is a stupid kind of selfishness tor for jt can never satisfy the longings of the human heart and it arouses resentment in its victims it if we will govern our lives by the dictates ot of a social as well as an individual conscience it if we will place group above personal ambition we be cultivating a policy of 0 enlightened selfishness such a course will not only bring personal satisfaction but by engendering contentment arid and good will it will prove the best guaranty of of our protection and advancement when we recognize this truth it will be comparatively |
