us in your county of this week we were by the straight sai impressed ard mariner manner in which you are at g to solve your present eat edu and we are desi 11 ll difficulty io of placing at jour your service the at ent of aall education cation of 0 the B r ot of utah havy ave thou thought it advisable that part bof 0 our vi visit sit together with should be made to we present this report herein tile the spirit of helpfulness and aaion and in a desire to ren jau i immediate In mediate assistance we folze ize that our visit was a brief jid d that our study of your consi was wholly inadequate to U any emphatic statements eter r a conference with super eaf A moore loore we feel that we are led in making some recommend bof of a rather general charac ve 4 hope the hie next few to make another v visit isit to your y when it may be possible tor for lay longer and accomplish first difficulty is tile the finans e your district has a low valuation and a rather large of students to be educated r the condition of 0 your renders enders education more cost Js is the case in moie more compact fats is in the nature of the 0 you are forced to pay salaries la laries to your teachers aderial Is also more costly county than elsewhere As you are facing at this time er r acute emergency front from there lere Is little relief already k the he present school year you hinitt ed to vote a proposition e special indebtedness the avides tades that you cannot again such vote vota during the present sent year it seems therefore rench trench ment in expenditures Is ry y for for your school district I 1 f cent nt action with respect to chelsae besne high school at roose ns ms to be the only thing chat I 1 e done though it Is indeed I 1 in the conduct of your ele schools soine some reorganization made this may be done by the amount expended in jil the I 1 budget so that funds may led ed to the repair and im ian 1 nt at of your school buildings i impossible that your dis uld open school next sep sell without first devoting a cone 9 BUM of money to the repair repairs of its school houses I 1 tao t us that it would be bet I 1 the children of your dis attend school a shorter pe time in ili wholesome buildings ZO amt plat in eight or nine months uil bildings dings in their present con we talked with your super it respecting this matter and 0 id d some types of y 0 shall be pleased to discuss eblem i lem with you to greater ext king the duchesne high f roosevelt we should like ir the ills following report and we had the tha pleas ure ol of visiting the school with principal Sch wenche who took us through the building and gave us a great deal ot of interesting information regarding the organization ot of the school the work of the faculty and the general nature of the high school problem lent it I 1 is s very evident that some asplen splendid did work has been done in fit that institution and that principal has a fine command of the school situation in your com ills work there places him among the very best high school principals in the state of utah however it was our unanimous opinion that the general pretensions of the school are too elaborate tor for the needs ot of a purely rural section the curriculum can be greatly reduced and made to fit more closely the I 1 needs ot of your community As a result sult the faculty can be reduced and thus the expense of running the high school greatly lessened it seems to us that six teachers might handle that hat high school moreover this building as we have stated of the schools is in need of renovation and improvement whether N VIle tiler I 1 is high school is to be operated during the coming school year by private contribution or otherwise tills this reorganization in management and improvement in buildings should be made we feel that the people or 0 the county should make an effort to preserve the duchesne high school with the understanding that it will be reduced in its scope so adf as to conform to the requirements of the file community it serves certain tain state and federal funds apportioned on the basis of high school at attendance will come to your county it if the high school Is operated it if these are supplemented by a small tuition P payment the money required by contribution willbe will be greatly lessened we ive think the high scho school cd can be operated next year upon bb sis it the proposed constitutional amer amendment dment carries at the coming election conditions should be easier for county next year it if further assistance si is desired la in working out this reorganization we shall be at your arvice ultimately you may find it adrig advisable to establish junior high schools at some of your larger centers also it may become advisable to devel top high school work at duchesne Duche sae these mattery of course are conditioned upon the securing of increased revenue for foi education meshall we shall be gladdo advise with you upon this alls office Is undertaking to ie cure for you an all enlarged ampro appropriation pria from the federal government tile the figures which we secured at your office indicate e that the per capita appropriation from the federal government tor for children on indian lands Is far below the per capita expended for education lit in your district wo we are communicating with senators smoot and king lit in tills this matter we trust that these recommendations will in some fashion gui guide de you in the solution of your you r present delli culty you may depend upon tho state department of education tor for continued cooperation very respectfully submitted j L J MUIR state superintendent |
