thirds third of all the members member elected to the two houses concurring therein section 1 that it 13 proposed to amend section 4 article 13 of the constitution of the state of utah so that the tha same will read as follows fol lows section 4 all ferous mines or raining claims both placer and rock in place shau bo be guessed assessed at per acre and in addition thereto at a value based upon some come multiple or sub of the net annual proceeds thereof all other mines or mining claims arid and ther other valuable mineral deposits including lands land containing coal or hydrocarbons hydro
