introduced a hill bill to create a department 0 of education to appropriate money tot foi he conduct ot of said department to appropriate money for federal cooperation with the states in tile the encouragement coura gement and support ot of aduca ion and for other purposes the bill was referred to the committee on education and labor some of the more important provisions 0 of the bill are as follows that there is hereby created an le executive department in the government to bo be called the department ot of education with a secretary of education who is to be the head thereof to be appointed by the president by and with the advice ana consent of the senate who shall receive a salary of per annum and whose tenure ot of ollice office shall be like all e that of tile the heads ot of other executive departments bilat that there shall be in said de I 1 part apartment ment at least three assistant see sec ret aries arles ot of education to be appointed by the president each ot of whom shall receive a salary of 0 per annum that there be trans transferred transform ferm id to the department ment of 0 education the budeau bibeau of education and such educational war emergency commissions or boards or educational activities already established by net act of 0 congress as in the judgment of tile the president dem should be transferred to the department of education that lk 11 shall be the specific duty of the department of education to with the states in the devel of 0 public educational facile ties including public health education within the respective states that there is hereby appropriated to the department of 0 Edu education calion the annually to be available from and after tho the passage of this ak act tor for the purpose of paying olarle salaries and conducting investigations and ol of paying all incidental expenses including traveling expenses and rent where necessary and for the purpose of 0 allowing the department of education to inaugurate a system of attaches to american embassies abroad to deal with educational matters that in order to cooperate with the states in the promotion of education as hereinafter specified there is hereby appropriated out of any money in the treasury not otherwise appropriated the following sums for the fiscal year ending june thirtieth nineteen hundred venty and annually thereafter 10 00 0 that in order to cooperate with the states in the abolition of illiteracy three fortieths of the sum annually appropriated by section eleven of this act shall be used tor for tile the instruction st of illiterates ten years of ige ge and over that in order to cooperate with lie he states in the americanization of immigrants three fortieths of tite sum annually appropriated by section eleven of this act shall be used to each immigrants ten years of age and over to speak and read the engish language and the duties of citizenship zen ship and to develop among them an of and respect tor for the civic and social institutions of the united states that in order to cooperate with the states in the efforts to equalize opportunities five tenths of the sum annually appropriated by section eleven of this act shall be used tor for the improvement of public schools of less than college grade with the definite aim afra of extending school terms and of stimulating state and local interests in improving through better instruction and gradation and through consolidation and supervision the rural school and schools in sparsely settled localities that in order to cooperate with the in the promotion of physical and health education and recreation two tenths of the sum annually appropriated by section eleven of this act shall be used tor for physical education and recreation and medical and dental examination of mental and physical detects defects in such children the employment of school nurses nurse the es and maintenance of school dental clinics and the instruction st of people in the principles of health and sanitation that in order to cooperate with the states in preparing teachers for the schools particularly rural schools three twentieths of the sum annually appropriated to the states by section eleven of this act shall be used to prepare teachers to encourage a more nearly universal preparation of prospective teachers to extend the facilities for the improvement of teachers already in service to encourage through the establishment of scholarships scholar ships and otherwise a greater number of talented young to preparation for public school service and otherwise to provide an increased number of trained and competent teachers in order to secure the benefits of the various appropriations it will be necessary tor for the states to accept the provisions of the act designate the chief educational authorities to cooperate with the federal department of education and appropriate an equal amount from state or local funds it is also provided that no state shall be allowed to participate in any of the apportionments unless it has within two years after tile the passage 0 of the act a satisfactory system of preparing teachers tile the secretary ot of education Is authorized to frame rules and regulations to carry out the provisions of at tho the act 0 |
