Show Will be presented to other counties 10 Central Utah proposals listed Several months ago the Uintah Basin Standard printed a list of proposals which the Duchesne County Fact-Finding Committee have been in the process of developing for the past two and one-half These proposals would give the water users of the area something to sell to the proposed Central Utah Water Conservancy District SINCE THE first printing of the ten some changes have been and for this reason the list Is being reprinted to the memories of those who are affected and who will he to sign petitions when the county votes to join the larger Commissioners of Duchesne and Uintah Counties last Friday were given a stimulating experience when they met with three men of Utah County at a dinner meeting in Roosevelt Marion David Greenwood and Sterling Jones assured the two Basin groups they were most sympathetic to their problems and felt they in all accept the 10 points they had drafted to guarantee 1 Duchesne County their rights if and when a seven-county is MEMBERSHIP of the Uintah Board Ls Rulon j S. Blayne Duchesne I 1 County's affairs are directed by William Murray and Ralph At a recent meeting of the j fact-finding which is composed of water users and the proposals were given a careful study more or accepted as the basis on which they I must move forward with the other six counties to get as- i their needs will be A special committee will meet with commissioners of the other Sum- j Juab and Salt to 1 discuss the proposed ten points These contacts will be made I in the very near future FOLLOWING IS a full text of the revised proposals that will serve as the basis of Duchesne County's joining the larger district Uintah County has its own problems which are much different from those of Duchesne and it must solve them in its own way The ten proposals 1 Canal ADJUDICATION of Duchesne River to be 3 We ask that the water applications held by the Utah Water and Power Board be made available for use of the Duchesne County Water or not to be used to adverse interest against Duchesne County Segregation of sufficient of water application to provide all of the storage necessary to supplement the natural flow of the Duchesne River to provide the annual duty of water as specified in the adjudication for all of the presently irrigated land in Duchesne and after segregation to first priority to that portion segregated for use in Duchesne County with respect to that portion remaining for WE ASK THAT storage be provided for Duchesne County appropriation in the Starvation Reservoir sufficient to sup ply full duty of water for all of the presently irrigated land in Duchesne County which is irrigated from the Duchesne when used in connection with the natural flow of this That this construction be without cost to the Duchesne County We ask that the Starvation Reservoir feature of the Bonneville Unit of the Central Utah Project be included in the first invitation for bids for construction of this or if it is to be a separate bid that it be the first one IN THE EVENT that Uintah County does not join the Seven-County Conservancy we ask that the total of the directors for the Conservancy District remain at and that they be apportioned to the six counties as Salt Lake County 5 Utah 3 Wasatch and Summit 3 Juab 1 Duchesne 4 Uintah l Moon Lake Project 1 TOTAL 17 That acre-feet of additional storage capacity in reservoirs be constructed for the control and use of the waters of the Lake Fork River system for the homestead land now irrigated from the waters of this and if feasibility is justified this quantity be THAT ACRE-feet of storage capacity in be constructed in addition to that now constructed for the control and use of the waters of the River System for the benefit of the Moon Lake Project and a consistent amount for other homestead lands West of Uintah i The selection of the sites to be developed to be left for determination to where they prove most feasible i That the water application in the control of the Utah Water and Power and application No be used to provide the authority for the control and utilization of the waters of both the Lake Fork and Uintah Rivers This request contemplates the use of application No in the name See 10 page 10 10 Proposals from of the Moon Lake Water Users Association as one of the appropriation rights to be used for additional development on the Lake Fork PROVISIONS to be made for the use of Green River water by construction of the Final Phase of the Central Utah Project to irrigate all the non-Indian owned irrigable land in Duchesne County for which there will be no water provided in the Initial Phase of the Central Utah |
