Show UNDER THE DOME salt lake city special to the rich county reaper the rights of labor an ascending star during the past decade are threatened with legislative losses during the present session of the utah legislature and battle lines are being drawn for a knockdown knock down drag out light fight when the various anti labor measures reach the house and senate floors so called anti labor bills have been introduced in both houses but by far fan the most serious losses to labor ar arc threatened by three house measures sponsored by republican lawmakers law makers H B 31 by representative G A staples R R sevier would repeal tho the anti 1 injunction law applying to labor disputes and also would reword re word various laws so they could not be construed to legalize secondary boycotts or hot cargos which axe are specifically outlawed in a companion measure H B 34 introduced trod by representative joseph trees R morgan in general a secondary boycott is the boycotting of stores which canzile goods from a dealer involved in a labor dispute while hot cargo is the merchandise shipped from a plant at which a labor dispute is in progress the third anti labor measure in the house H B 32 by representative clifton G M kerr kerf R box elder pre provides vIdes that a labor dispute as defined in utah exacts only when there is a controversy between an employer and a majority of his employed emp loyes this provision of the bill would deprive labor minorities of the pr protection tion of many utah labor laws and woul d place upon labor labon the burden of proof in establishing rights to collective bargaining with virtually the entire republican minority bloc solidly in favor of the anti labor legislation many democrats from the agricultural districts will fini themselves squarely on the spot when the measures reach the house floor As farmers or representatives of farmers they believe their constituents have been innocent third party victims of many labor disputes especially those involving boycotts or hot ro who farm products have been the object of the boycott although the farmer was not directly involved in the labor controversy these democratic presenta tives were grimly reminded of the spot they are on when pamphlets appeared on their legislative desks with this sentence from the 1912 1942 utah dem batic platform outlined in red pencil we the party pledge ourselves to support the national administration in the continuation of its labor policy and that the workingmen shall forever enjoy all the secured to them by law in state and nation action in the utah senate through the third legislative week tended further to emphasize which were forecast at the opening of the session 1 there are or at least have not as yet been brought out any sharp party or factional lines while there were occasional marked divisions of the upper house over various individual bills the divisional lines varied from bill to 10 bill and seldom expressed views of bf organized groups 2 the senate is jealously jealous ly guarding against any attempt at infringement on personal rights and liberties and is not likely to look with favor on any proposals to broaden the powers of government agencies from the governor down illustrative of the first of the points was an issue raised when a salt laki lake newspaper editorially charged the republican senators with making a log rolling deal with the governor not only did the he GOP members protest for a full half hour on the flour of the senate but the majority party P tv members joined in vigorously rather than attempting to make profit out of possible misfortune to the opposition party promising a a later tight fight the end c the week saw the introduction of S 13 98 to ae legalize 9 alize horse racing and pari mutual betting such a bill narrowly missad passage in the house two years ago sponsors of the new bill are senators mckinley morrill R M wayne june kendall D juab and J arthur ballel D salt lake the measure provides for division of the state into two district salt lake davis and weber counties forming the first and the other 28 26 counties forming the second A license fee of 2500 dollars boull be charged for meets in the first district while a tee fee of 25 would be chang continued on last page |
