generating and delivering electrical power a portion of which Is used for furnishing power tor for pumping water for irrigation purposes on lands in the tha state of utah may be exempted aiom taxation to the extent that such property a used tor for such purposes these exemptions shall accrue to the benefit ot of the users of at water so pumped under such regulations as the legislature may prescribe the taxes of the indigent por poor may be remitted or abated at such times and in such manor maner as may be provided by law the legislature may provide for the exemption from taxation os of homes homesteads and personal property not to exceed 2000 in value for homes and homesteads and for personal sona I 1 property property not to exceed in value owned by disable persons persona who served in
