Attest : ' t 1 To the County Commissioners of Rich County : Gentlemen : , A number of tax payers of Rich County avail themselves of this opportunity to protest against the expenditure of any of the monies of Rich County in the building or .construction of the proposed Monte Cristo highway from Woodruff to Huntsville. For your information we show below a copy of the, minutes of a meeting of the State Road Commission: . January 22, 1929. Minutes of a. meeting of the State Road Comission held' at Ogden,' Jan' '' uary 22, 1929. resent Chairman Blood, Commit s loners i'eterson and Barker, K, C. iviifc-V- , Assistant Engineer', Frank W. Jauatloui, aarvey u. Randall and xL a. Norris, Weber County Commissioners, Lawrence Johnson and V. Rastman, Rich County ,A. P. Bigelow, Al Smith and J. C. Brown. The question of building a road rToip Huntsville into Rich County by of Monte Cristo was discussed. Those present all voiced the sentiment that they were in fa hr of such a road but the financing of the project was ihc serious dilnculty. After considerable discussion it was decided that survey should be made tnc coming summer, the estimate cost of same filing $5000.00. Commissioner Johnson suggested that the State and County cooperate on a 0 basis not oqtf on this survey but vn some betterments necessary to gravel short sections on the existing road. Chairman Blood explained that the status of the State highway fund at this particular time was not absolutely certain but felt that provided Rich County would levy the maximum 3 mills, the State would.be justified in participating with them on the basis set forth. Mr. Blood made it plain howeyer, that any agreement or understanding would be contingent upon the gas tax being left as at present ' by the legislature. County Commissioner Stratford assured all present that W eber County favored the project but that all State road tax funds In sight for 1929 and 1930 would be consumed in constructing the pavement from Death. Curve to 24th street after that time the county would be glad to do their part. It wm agreed with Rich County that basis of 0 would be established on the surrey as well as better mente, contingent upon the acceptance of the maximum levy by Rich County people and upon the status of the gaao-lin- e tax fund remaining' as at present. "We Chinese invented firecrackers," said Hi Ho, the sage of Chinatown, "to care away devils, in trying to frighten Imaginary devils you may Invent real . Washington Slnr. on-s- $1.50 Per Year In Advance Randolph, Utah, Friday, July, 18 1930 The heavy rains which fell in Weber and Davis counties did much damage as well as much good in some sections. Traffic both by rail and auto was shut off in Weber canyon at Gateway. The railroad being washed out in a number of places and the' highway being covered several feet deep with mud, rocks and other debris. Trains were routed via MeC&mmon, Idaho over the O. S. L., auto traffic through Weber canyon had to go by way of Salt Lake City or Huntsville. Traffic between Salt Lake and Ogden was able to continue bydetouring around the section blocked by the flood. The storm ranged from Spanish Fork to Preston, Idaho a distance of 150 miles. Great damage was done at Centerville when the homes of Eugene and Joseph Ford .and Henry Lang were partially wrecked. This was almost in the same place where the heavy damage was done a few years ago. - In Farmington a raging torrent came down Davis canyon carrying a farm house with it,, down onto the main highway, pinning, its occupants beneath. This is the cause of the malls being so irregular. We are hoping the highway will soon be cleared and repaired so trains can run on their old schedules. , purpose for agitating the building of this highway Is to divert tourist traffic through Kemmerer and into Ogden an object which, no matter how beneficial to Ogden or Weber County it may be, can be of little or no benefit to Rich County. With fourteen miles of in mountain road to be constructed be can hoped it Rich County, hardly to construct this road at an expense or of less than $200,000.00, more of which would have to be, in any event, borne by Rich County. At our present county valuation of approximately $3,000,000.00, it would require the maximum three mills levy for state road purposes for over ten years to pay, for 50 per cent of the building of this road. So far as q number of tax payers are able to ascertain, the resulting benefit to Rich County would be negligble, and during the ten years in which we might strug gle to pay for our share of the building of this highway, we would be entirely neglected inthe improvement of the state roads now within our county on which we .must of necessity depend twelve months out of the year for out transportation to and from railroads. The tax payers have been unable, after a careful investigation, to gain any assurance at all that this new highway could be kept open more than from five to seven months out of the year. It is of primary importance tax payer of Rich County to every that- roads upon, which we must d pend for transirtation twelve months and a year be constantly improve to this end all of out available funds should be expended. A rumor is' current In the, coffin ty that this road ean be built without ex pease to RicS County. We wish to respectfully represent to your honorable body that there is no foundation in fact for any such rumor, and we challenge those who may he the authors of the rumor to dte us to authority to justify any such rnnmr. We have carefully and diligently investigated the matter, and as far as we can ascertain the facts,' Rich County could not hope to have this road built unless the County itself contributes at least a minimum of 50 per cent of the cost thereof. submit We, therefore, respectfully of in favor that the present agitation honoraV be set rest road this by your able body voting In opposition to any plan contemplating' ibe construction of said highway at present or in the immediate future.
