Show INOR S ary SPEAKS i artl sends special message on liquor traffic urges strict regulations and bocal option evidently meant for salt lake and ogden the newest phase of the liquor bill in the legislature is the following message from governor sory urging I 1 liquor traffic legislation which is a clear statement to the legislature to pis stringent regulations but to so arrange it that salt lake and ogden liquor interests will not be damaged here is the message nes sae march 9 1909 to the senate As the eighth session of the legislature is drawing to a close I 1 respectfully call your attention to a ver important subject which has not yet received dour definite action arid and upon which you should not fail to provide effective legisla tion this subject is the regulation and control of the liquor traffic the st abc atc 1 I am a aware are of the multiplicity of interests that exi exit eit t here and the varying arving conditions between communities in different sections of utah also the welfare of all mut must receive first consideration this end can lie reached in my opinion by a measure that avoids radicalism and provides for a strict enforcement of its provisions I 1 had hoped that by this time action to this end would have haie been taken by bour honier e body but at t prent pr ent there does not appear to be any such measure near to enactment the situation appeals to me as one whery my dut requires reou ires me to urge vou to I 1 imm radiate in diate action in the premises this thib legislation should be directed against vice it in secret form as well is as eneil di i i the or 0 cn fore I 1 e irnest y recommend that a law including both local option and strict regulation as these relate to the liquor traffic should hould be enacted aid tint thit its provisions be drawn carefully within tile the constitution so there w will ill be no failure wherever reNer the sale of alcoholic liquors is permitted rn eted it should be under regulations so p plain lain and effect effective ne tai tint it the traffic will be kept within legitimate biundi and be under tile perfect control con troLl ot of those officers charged with the enforcement forc ment of law and nd when the people of any locality wish to exclude such traffic from their neighborhood they should be gien the opportunity to to do so the enactment of a measure of this kind conceived in fairness hird dictated by calm judgment appears to me to be within your present L fauty duty as 1 s representatives of the people having at hert the welfare of all and desirous of preserving the rights of every person and such a statute can be adopted within the time yet at your disposal ishii be pleas ed to give my approval to such t mca measure ur e respectfully william sarv cpr governor |
