Show approaching prohibition richfield will be dry in short time liquor traffic chief theme at council meeting and stricter regulations gu lations will be enforced there have been many important meetings of the richfield city council but it is questionable if in the history of the city there has been one of greater interest than the adjourned session ot or saturday night all the members were present ith the Major MaOr presiding and A number of citizens were there to see the work of the council the chief subject for con was the report of the special committee on liquor traffic con ditl dibons ons and there N was as an animated discussion of this subject as soon as the report was submitted prior to the main event the reports from the appointive appoint ne ie city officers for the air here ere called for at a previous meeting of the council an order had been made calling for a report from each city officer the only report submitted was that of supervisor hans hansan n naho vho reported how the poll tax tak had been used the past bear air where the ork had been expended on the street the number of poll taxpayers the amount paid in labor the amount paid in cash and the number of dlin delinquent quent and other information as to street repairs the report was re feri bened ed back for some slight corrections no reports leports were made ly bi the city sexton physician water works superintendent attorney and justice owing to some misunderstanding as to the time for reports the liquor problem vas as then brought into the lime light by the presentation of a petition from nearly citizens aski asking ng that the council refuse to grant any more inore licenses for the sale of intoxicating liquors in richfield the petition was presented by james P poulson poulsen and bishop bichop Virg virginius imus bean then carne came the application for licenses for the sale of liquor by the three dealers in town H W bart shepard and james edwards all of whom were present in person to present their application following this the report of the special committee was called for and councilman Coun Lilman tilman coons presented it verbally he stated that the committee had bad visited each saloon galoon last week neek and examined each place minute minutely they found conditions that were not pleasing each saloon had a big stock of booze on hand each place was running a slot machine and a card room tas as run in connection with each saloon the committee had sought adai advice c e from the attorney as to the abolishing of card tables slot machines pool tables and seats in the saloon the attorney gane gae it as his opinion that the slot machines mi chines could be closed but that the council was powerless to beep card tables seats at ai d pool tables from the saloon except for cause if gambling was permitted in the saloon then the card tables could be ordered out the report of the special cial committee made no recommendations recommend irions as to granting of licenses but recommended that if licenses were granted that enough police force should hould be empl employed oled to effo ce regulations and among the regulations submitted by the committee was that liquor should only be served over the bar ind and not carried to other rooms and that ill slot machines be abolished the committee 11 as of the opinion that in the saloons NN here a would willingly do it lie he was of the opinion that it would require the united action of the towns tons of the count to accomplish this if no license is granted it will lead to all kinds of bootlegging and the city would still have the evil without withof t the revenue lie he closed by moving that licenses be granted for another three months this was seconded by martin christensen Christen seii R D young followed with an amendment imen dment to the motion that the petition of the citizens be granted and this was quickly seconded b mr jensen young jensen coons and hansen ha ansen expressed their bews lews on the situation and martin christensen who ia ho had remained absolutely silent on the called on b by ma maor or chri for an expression of his po tion ile he responded stating that he vas not in faor of saloons but he did not think the time a good one for the refusal of a license mayor manor ch if was then asked for an ep assion of his views vien s he d and said aid minors to frequent that place he was of the opinion that the present corn com mercial lunch room and the pool room run in the same building were anere in the same room and that the small partition se bena na rating the two places did not make the apartments separate rooms the amendment was then stated and as the question was about to be called bishop coons who had observed that tuo of trie the councilmen had declared for the amendment and two against it and that the question of granting a license to the saloons would be decad ed by him a position which ye he did not relish facetiously remarked that he wanted to lo go home and he asked the marshal for his hat this caus d a little break in the tension which had been brought on by the discussion on the question being put the amendment was as lost by a vote of three to two the question then recurred on the original motion to grant a license for athrel months montha and this was nas carried by the same ot young and jensen doting against it and coons hansen and christansen voting fur it the mayor major asked if the couric council 11 debirt d to ricord ri cord us IES ote and councilman jensen asked that the vote be placed on record which wasil wasi cne councilman coons then espre expressed bcd himself that this would be the last license granted in richfield and the council concurred in this opinion and the saloon men will be notified the matter of the pool room and lunch room condu conducted CLed by percy allred was discussed and it was the decision thit that minors should be excluded from the place and that a license be granted on this understanding on motion of mr young the committee m on police will meet with the mayor as soon as aa possible and ap point extra police for service in strict enforcement of the ordinances the mayor m byor then called councilman coons to the chair and he delivered a characteristic address on oil conditions in the cian which requires police regulation lie ile tilled attention to the profanity on the streets the hoodlumism and loud noises that existed at unseemly hours lie he asked that an effort be made to suppress sup pross this form of lawlessness and that not only the boys engaged in these reprehensible practices pr be prosecuted but that men who have no regard for the feelings and rights of others be made m ade an example of to tile the end that the city might shake oft off this condition which is so disgraceful councilmen young ind and hansen were in favor of more strenuous work nork on the part of the marshal for the suppression preb sion ot hoodlumism letter was recen received ed from the offie office of the state engineer notifying the council that the application for the appropriation of water foi power purposes had been approved and that a fee for the publication of the legal notice was ne cesary this was appropriated the mayor and city attorney and councilman coons were appointed as delegates to attend the convention of the league of municipalities at provo dec another letter from goi governor arnor cutler was read asking that the mayor and five delegates attend the good roads convention to be held in salt lake cit in january
