cast the only dis benting vote the council w was as leisurely discussing matters of a routine nature when a large delegation arrived from the commercial club mayor christensen divined ined the cause of their pre presence ence and brought the sidewalk question to the attention of the councilmen i the first was r K chairman of the commercial club committee mr air read a set of resolutions on the sidewalk question which had been adopted by the club they urged P homdt and immediate action we feel that richfield has always held a fair nime name amons among the cities of southern utah said the speaker and ve think that it ought not only to maintain its position but S should h forge even een farther to the fro front ailt we do not relish the idea of seeing cities that were formerly less progressive foige ahead of richfield in the matter of improvements at the realest of councilman hansen the street committee which had been instruct d to prepare estimates on the p opposed improvements submitted its report its chairman councilman coons sud that he be had secured his data from ogdon aioo and from local contractors considering the fact that his estimates on the crossings various apeci specifications fixations ficat ions and with numerous and diverse material maten ma teriah alb and all of the estimates were conditional the 4 report was in keeping with the committees mit tees returns on its canvis canvas of property owners after he had submitted his involved report mr coons remarked that the cost of installing the crossings would be between and for each cros croas street city attorney bates vas requested by the mayor to submit a report on the legal phase of the question mr bates informed the council that the city ordinances would hive have to be amended in order to make provision proN ision for the improvements meanwhile Mear while councilman coons had brought up the queR question tion of curbing and guttering ile he said that the installation stal lation of curbing and guttering cutten ng would become necessary if the city decided to construct foot sidewalks lafette Lf lafa fette ette morrison interposed a correction sating easing that according to the methods pursued in the larger cities the work of carbina and gutter ine is postponed until ane streets are paved and is not contingent upon sidewalk construction councilman hansen moved that the city council proceed to take the necessary legal steps by publishing a notice of intention to create four paving districts of one block each beginning at the tha courthouse corner and extending south on main street the motion was lost through lack of a second councilman coons made an impassioned speech in which he said it had been the object of the council to get butof out of debt and get itself into a position to build a city hall he called attention to some of the other desired improvements ind and among these thebe he be mentioned the improvement impo of the city for my part said he 1 I would be willine willina to put in two or three crossings and build the city hall ball and let the cement sidewalks drop I 1 should like to move thit we give the gentlemen to understand thit that for this season we are not in a position to take up the cement sidewalk proposition there was no second to the motion mr air hinsen hansen remarked that he c hid bid considered the financial end of the proposition and had learned that according to the maximum mai muni figures given by local contractors the cost of installing the crossings would be only 1800 and that or dould cover tho the cos cost t of the other work which would devolve upon the city it if the city should have to advance adane the money for the construction of the sidewalks we could bond the city temporarily and after the money is 13 returned we could use it in the construction st ruction tion of a city hall ball said he it might delay the erection of a town hall but it would delay the work only a short time it seems that the property owners are ready to install sidewalks and the time to make improvements is when the public is ready by publishing a notice of intention we would merely be complying with the law hw neither of these canvases was legal if the majority is in favor of sidewalks I 1 say let us go ahead at this juncture councilman young introduced his motion to lay the petition on the table he advocated the purchase by the city of stock in the sevier valley irrigation cinal canal he also ise complimented compliment cil th the commercial club on the macnei in which it hid had dlatt with the understood that we ve are trying to represent the people of richfield qaid iud he 1 I hope that the council doc not th think ink that hit we ire the only ones who advocate these improvements it would could not look well for the council to nut itself up as an obstruction in this matter you are public officers and are expected to carry out the wishes and desires of the people 11 maor major christeneen Christeni Ren cn again called billed attention to the desirability of crestin erecting g a town hall and of making other improvements prove ments he also referred to articles in one of the
