Show invites I 1 c to meet T will discuss constitutional amend amendments me ants As they would affect our district the proposed constitutional amendments on which voters of utah will be asked to vote at the general election in november will officers of the be discussed by association at a utah education public meeting t to 0 be held tonight thursday at 8 in the richfield high school auditorium that nit I 1 all voters put forth an effort to acquaint rhems themselves elves with tile the I 1 ments and not vote blindly whether they are in m favor of or opposed to the amendments special attention in the discus will be given given to the nion s tonight amendments avit with li respect to their 1 possible benefits to the sevier school chool it will be advisable for persons who v ho plan to attend the meeting meet ing to lead the copies of the amendments in this issue of the as they appear reaper to enable them to better follow the the discussions the two proposed constitutional amendments if adopted by the people will alter the constitution to provide for a new state school fund to be known as the uniform school fund the legislature will have power to allocate revenue from various sources into this new school s ch ol 01 fund and to distribute this revenue revenue to the public schools of the state it is important to note that our present three state school funds are left undisturbed as to amount and manner of distribution they will remain ancha uncha unchanged ng c d the new fund is unlike these other state funds in that it is not set at a definite amount the size of the new fund will vill depend upon how hov much revenue the legislature puts into it it may be ony a small fund or it may become a large fund out of which a considerable coition poi tion of the further financing of the schools of the state will be taken care of just what happens will depend upon the legislature and public sentiment and policy it is important to note that no revenue from tangible property can be used for this new fund and this marks a distinct change in inthe the method of raising revenue for the district schools under our present system all of our local school revenue vc buc and approximately 85 per cent of our state district school bevenue comes from the taxation of tangible property the amendments provide for the specific transfer to this new fund of certain non tax revenue which now mow belongs to the schools cheif of these are the interest on the permanent school fund and rentals and id royalties on state school lands of which we now have in excess of t vo and one half million acres with nuch more to be added as addi tonal land is surveyed other sources of revenue will be from rentals and royalties on federal min eral cral lands per cent of which is allocated to the state and is now earmarked for this new school fund when it is remembered that approximately throe three fourths of all of the area of this state is still under the control of the federal government then it may well be that the potential revenue from these mineral royalties may be substantial in the future to the extent that revenue from such sources grows in the future then less revenue will have to be de aved from taxation |
