Show AMERICAN RED CROSS NEWS an earnest effort is being made to revive the sevier county chapter of the american red cross and to have it working on a peace time basis just as faithfully and successfully as it worked during the war sevier countes coun tys chapter was reputed to be one of the best in the state and all the branches sigurd venice glenwood enwood GI annabella central elsinore monroe I onroe and richfield did splendid work the idea is now to reorganize the chapter and put it to work again for this purpose a meeting is called of all red cross Nor workers kers of the chapter this meeting to be held at the richfield Richtie ld first ward meeting house sunday july 30 at 4 P INI everybody interested in the wonderful work of the american red cross is urgently requested to be present and to assist in the reorganization iza tion 0 red cro activities in europe by albert ross hill the casual observer of conditions in europe is inclined to believe that they have become normal and that thai there is practically no more suffering than in america this judgment L is superficial and incorrect but not more so than the opposite judgment formed by americans at home from reading the news dispatches about fluctuations in foreign exchange outside russia there jis is now abundance of food and a reasonable supply of 0 clothing available tor for those who can pay the price and the exchange situation has little hearing bearing on the ability to pay on the part of the great majority those most ser bously busl y affected by the low exchange value of local paper money are the classes living on fixed salaries pensions interest on loans rent of property etc and these classes will not seek the aid of foreign relief organizations only local charitable organizations can solve the remaining relief problems of eastern and southeastern europe and they will not be in position to function effectively till the responsibility is clearly transferred to them in ili order to understand the position of the american red cross in europe one must review its several programs and undertakings as follows lows 1 child health program following the drive of 1920 under the auspices of the european relief council in which the american red cross american relief administration and several other american relief agencies operated cooperated co the american red cross took up the medical and bursing care of children in eastern and southeastern europe including medical feeding of young children while the american relief administration fed the undernourished under nourished children of school age for the first six months of 1921 our work was chiefly directed toward relief of children in hospitals and orphanages and toward the improvement of conditions in these institutions but since july 1 1921 the child health program has aimed at constructive effort for child welfare and preventive measures have been adopted wherever practical using child health centers as the agency for this purpose american doctors nurses and social workers have supervised the work of native personnel employed by the american red cross and where necessitated by the scarcity of native workers in these lines american personnel have conducted the centers also since march 1922 we have been gradually transferring the responsibility sib lity lItty for directing the child health centers to local agencies red cross societies local child welfare committees state depart departments menti of health etc and by june 30 all of our centers will have been taken over by these local agencies we shall leave some medical specialists in child health and some of our best public health nurses in the field for a few months longer to act in an advisory capacity but the responsibility tor for continuing the operations we have conducted will rest with native agencies and native personnel since february 1922 1 I have visited all the fields in which the american red cross has conducted a child health program with nith the exception of the baltic republics and I 1 am very much pleased with the work done by american red cross personnel with the operation cooperation co that has been secured from native organizations and with the results accomplished and I 1 am very confident that in general the work for child welfare will be continued by local agencies 2 the junior american red cross will continue its program of work with school children of europe in practically all the countries except russia a program that has gradually become closely co ordin abed with the child health work of the american red cross health games playgrounds distribution of garden arden seeds and tools etc then here are such more distinctly edu eau dional 2 enterprises as the albanian vocational 0 cat ional school and school correspondence 3 the russian refugee problem in constantinople has not yet been solved and the american red cross ill apter there through its disaster relief committee continues very active work tor for these unfortunate people who still fear to return to their homes in russia A local committee with international membership american english italian french has fed those who are not self supporting since last october while lie he american red cross has furnished general and medical relief and has transported thousands of them to other slavic countries the balkan states and czechoslovakia czecho slovakia where th they e y have found employment of course the funds for this work vork are supplied from the national as the constantinople chapter cannot meet such an emergency from its own limited resources 4 the american red cross expects to continue to furnish medie medical al and hospital supplies for tho the relief operations in ili russia in operation cooperation co with tho the american relief administration Ir tra tion so long as that hat organization continues its work here and I 1 it will continue its operation cooperation co with the society of friends in furnishing clothing for distribution in russia eastern poland and vienna 5 one of the most significant phases of recent american red cross work vork in europe is the training g of nurses we are conducting nurses training schools in warsaw poland posen poland and prague czechoslovakia and we are assisting the school at constantinople in connection with the american hospital there also indirectly through the serbian child welfare association the state school for nursing at belgrade serbia these schools will I 1 e continued until classes have been graduated and native nurses trained tr take the places of american personnel the school at prague will graduate its first class in october 1922 but in none of 0 the other schools will nurses have compi comp eieL LeLec their training earlier than october 1923 it is probable that the american red cross will also assist the bulgarian red cross in the conduct of a school in sophia bulgaria an enterprise that tho the american red cross assisted some years ago but which was interrupted by the war in brief then the american red cross is transferring the responsibility for child health work in europe to local agencies in confidence that they are now able to carry on with some advisory assistance from us tor for a few months but its work of training nurses russian refuges relief in constantinople medical and hospital relief in soviet russia and the european work of the junior red cross will continue for some time longer A meeting of the richfield Richtie ld chapter of the red cross will be held sunday july 30 place and hour to be announced later the purpose of the meeting will be to reorganize the chapter and to elect officers all those interested in the wonderful work done by the american red cross are urgently requested to be present |
