Show CITY ELECTIONS only two more mouths months and the citizens of richfield will go to the polls to elect a 1 city government that is a mayor four our councilmen council mea a city recorder and a city treasurer of the present city administration only one councilman C P christensen will be a holdover of those whose term expires by january 1 none so far has committed himself whether they will he be candidates again no new candidates havo have thrown their hats bats in the ring and none of the civic organizations or committees has announced any candidates it almost looks like there is nobody taking any interest in the coming elections and if any electioneering electioneer ing is to be lone done it will have to be done in the last few weeks before the election yet a good city administration is of the greatest importance tor for the pro progress greEs of the city and the welfare of 0 the citizens and for this reason we think that i it may bo be a good thing to start the discussion in doing so we wish to state that it is not tha object to criticize the present city government nor to circumscribe a definite program for the incoming one wo we only want to point out some defects in the conditions as they are ar now nov and make csome some suggestions as to what could hs done to change them for the better we admit that the present administration Ss ened patiently to all delegations that came before the council to urge some improvements but when it came to do things there was always tho the same excuse lack of ft finances ances everybody knows that the financial status of richfield is ig a poor one but there must bo be a way out of tho the calamity and it will be the most important duty of our next council to find this way then as soon as the finances will permit an earnest and diligent effort will have to be made to bring richfield up to a modern standard by giving tho the citizens the most necessary improvements the principal improvement rich fields citizens will expect to bo be initiated jr is a good water system As we have it now the water is poor the supply insufficient I 1 the system obsolete and nearly entirely out of repair we have not pressure enough to supply water for outlying districts and for upper floors of two story building and if we N e had the pressure it would not do ua iio any good because the water mains would not stand it the soc so c called aled water system of today is a farco farce and nothing short of a disgrace previous administrations have been elected on oil a platform to improve tho the water works they have tailed failed to do so while the citizens so bo far have ec cc cepter the excuse that the cites financial conditions have made any chango change in the water system well nigh ailigh impossible they will hardly accept the same excuse in the future something has to be done and will be done if the citizens so make up their minds and prove it by voting for the proper candidates along with this most important reform go several others which also have been urged repeatedly and postponed with the excuse no money we only mention a few of them like a municipal park public playgrounds paro pavement ment on some of the side streets better lights on oil main thoroughfares especially on oil west center street leading to th the e high school and a more ample police protection tec tion we easily could mention more but this will be sufficient to show what is needed most one more subject however is is near our heair ind and if ft people should surmise that we c are mentioning it solely for selfish reasons they are mistaken because it really is not for our sale sake but for the best interest of city and citizens what we mean is in ex president IN Wil sons term open covenants openly arrived at or in every day language full publicity for all proceedings in the city council nowadays it is customary with the council when a committee a delegation or a reporter comes to a meeting to ask very politely what they want and give very politely to understand when they aro are through with what they have to sap say that they are expected to leave this is absolutely sol wrong every citizen has the right to know what the council is doing and if they havo have anything to do which is not to be spread broadcast like for instance considering appointments they can go into executive session but any other than an all executive meeting has to bo be open and it if the newspaper so desires its teporter reporter has to bo be admitted to the meetings because through tho newspaper tho the public has to be informed of the things it is entitled to know is as small mail as possible it is intended to invite representatives ot of the greater groups of industries and thought and tho the operation cooperation co of 0 their national organizations organisations will be sought in their selection tho the washington Ilcia ld mr ir hoo veis paper s says that it has repeatedly urged that
