of utah boards of education are author authorized led by alii this act to raise and expend money for this type of education in the same manner as that in ili which money is r raised and expended for other school purposes tho the legislature also appropriated a modest sum of money to bo be distributed to schools which conform to standards arese prese prescribed bribed by the state board beginning with the school year 1919 1920 all boys and girls in ili the school districts of utah up to IS years of age are required to register with the principals of their respective schools all must attend school who have not completed a high school course unless excused by the superintendent teli delit to enter employment A biking 01 oi king permit which must be issued to e excused is filed with the employer and those so excused must attend continuation school at least four hours per week while employed As soon as the employment ends the pupil must return to school and this supervision does docs not end with the closing of school but is as active in ili july as in january superintendents generally throughout the state have inaugurated tho the following program AN ith such variations as local conditions demand first finst pupils between 12 and IS are enrolled in a class that continues throughout the twelve months period which combines bines class room instruction with avith out of door activities that logically glow out of such instruction second pupils are asked to participate in the organization of the community which make for american citizenship such as eibi ollnie nt and participation in ili the activities of the boy scouts camp flie girls su sunday biday schools cholis glee clubs tonn town n hands bands and any form ot of mutual associations thud bound program requires actual supervision and direction of the vocational health and community activities A special record caid cai d has been I 1 repaired by the state department lor the rating of pupils between 12 and IS in ill health work and civics which card is a part of their school record as much as the cald caid which shows their accomplishments in ili scholarship A few districts have already passed resolutions requiring education in ili health work and civics as well as in ill scholarship schola iship and that certain standards be reached rached in ill these objectives before pupils may pass pass unconditionally from grade to grade the year dimind school workers who are employed are under the direction and supervision of the superintendents of the districts principals of junior and senior high schools are held responsible tor for accomplishments by the pupils in these three additional objectives as they have heretofore been held responsible tor standards stand aids and accomplishments in scholarship districts representing fully full SO 80 per cent of the people of the state have inaugurated inaugurate tl the program Custo custodial school even though the citizens of utah are intensely interested in ili putting into execution for the chil children dien of the state the splendid educational program described above yet they are not forget forgetful tul of the less fortunate oung moling people who cannot take advantage of the regular schools the morally delinquent children most of whom aiom are arc unfortunate in having bio ken homes aro are taken caro care of it at the state industrial school at ogden the courses offered to tho the boys and girls of the industrial school are broad and cultural as well as vocational it 1 I is the aim of the management to provide clean wholesome homelike surroundings and to give tho the students every possible opportunity for recreation As evidence of tho the success of the institution it may be haul baid that in spite of the tendency of society unjustly to stigmatize the industrial school student there aio many honorable upright men and women filling responsible positions in society who received much of their training at the state industrial school tho the deaf and blind children al abc e cared for in ili the state school for the deaf antl and blind at ogden this institution ution established in ili ISO 6 has done a wonderful work for its students census enumerators aro are required to report all tho deaf and blind and the law makes attendance tor for at least six nl months atlis each 5 ear compulsory between tho the ages of S and 18 and students may attend until they attain tho the ago age of 30 0 the school is graded similarly to the public schools Is having the elementary intermediate and high school divisions division th deaf students aro are taught to lead the lips instead of to communicate by sign language tho blind are taught the alio american braille system besides the academic work they are all taught some kind ot of trade deat deaf students go out fitted as carpenters printers auto repair men shoemakers typists bookkeepers dressmakers cooks and homemakers and they do actually take their places as substantial citizens of 0 tho the state the blind students learn carpet weaving basketry domestic science of a practical type art needle work sewing machine work piano tuning and many other useful types of 0 hand cfaft much aluch attention is given to music both vocal and instrumental and every year tho the blind students give a most creditable public per firmance for mance among those who have been graduated from froin the school for the blind two have taken college de cices courteen lour teen cen have followed with credit courses in high schools for the sighted every corner of the state has its blind boy or girl who is sol self supporting and who occupies a civic and social position along side of those who see moie than SO per cent are independent the list includes merchants piano teachers salesmen stenographers telephone operators a phonograph repairer a chiropractor and a practicing lawyer aside from all humanitarian considerations the expenditure of the money for the utah school for tho the deaf and blind may be justified ju stifled on S social ocial a and nd economic grounds instead ot of a lorze large number of dependents receiving the pity and the alms of 0 the public this school is turning out self respecting self seif citizens the real Object he title culture after all is the large objective in all democratic education no matter whit what a person is to do in life or how efficient lie he may be lie ho cannot be counted as truly educated unless lie he manifests manifest S c certain e ertain attitudes of mind and intelligence the plan in utah is to develop as far as possible an ability to appreciate beauty in all its phases including beauty of 0 human conduct sacrifice and service as well avell as beauty of form and color and to develop a sympathetic attitude toward humanity manifested in good will love justice and un f selfish deetion deo tion to social welfare the ideal also involves a training for control of 0 the mind education which does not produce powei to think and to use ones mind to organize data and arnbo at thoughtful conclusion is not the sort of education desired in ili utah in realizing this large objective due advantage I 1 is to be taken of cf the glorious heritage of the past eng j lish good literature the sciences indeed all records of human huni a n achievements and organized knon knowledge bedge are to receive their proper attention in ili bringing about tho the desired results |
