Show VOTE FOR FOB AMENDMENT NO TWO let our children have equal educational cat ional opportunities ni ties on our legal page we are publishing the constitutional amendment that will be voted on by the people of utah in the next election november 2 we wish to call special attention to the second of 0 these amendments bearing on better help to b be e extended by the state to the schools every voter should vote tor for this amendment for beverl reasons educational opportunity of the children in this state is very unequal this is duo due to the system of taxation that prevails pie vails valls of school money about 1 14 per census child comes from the state suii rabat hat or of course is uniformly dIsEri distributed buted but tile hie greater part of school moty broj fro i local and ib ia N ery tir unequal equal one district has 1420 per capita of 0 tax ablo property district ha wil 1 13 j 0 O or a of neary nearly nine to one if these two districts are taxed at the same rate the child of oe the former will have nine times as much local money backing his education ion as lias has the child ot of the latter to raise aise an equal amaat amount of money thil tha poorer boorer district would have to assess its ts property at a rate nine times as high as its more fortunate neighbor but this even if the people were willing villing is prohibited by the upper limit on the power to tax lack 0 ot unda funds is the result and the child is deprived of educational opportunity through shortened terms 0 of school or poorer quality of education what hat i the remedy evidently more money from the state treasury and less leas in proportion from local sources this would tend to equalize the amount of money available per child in the various districts and hence to equalize educational opportunity alty it is not an gumen arguien ar for increasing the total ot of taxation out for a slightly different distribution every voter who believes in equal opportunity tor for t the he children of the state will vote yes for this amendment 1 andor ader present conditions the tax tar system Is ii not just the tax units are t to tio o small and so very unequal some districts have rich mineral wealth ethers great coal mines others great factories others extensive railroad mileage still others great concentrations of wealth produced by the entire state some less fortunate districts have none of these forms of taxable wealth the foregoing ng ures show the ex trems of difference all the forms of taxable wealth named are due to some natural conditions and not 0 to o the activity of the people in those districts they should be taxed on a statewide state wide rather than on in district basis bais that would make the natura wealth of the state available for the education of all the children calill of the state as it should be vol nig ing 1 es will thus tend to equalize educational opportunity and to maln make mal n it lr tax ia system just to all it will not throw aay extra burden on farmers or on busness men cr on any other blabs or group but it will make all the ii of all the people taxable on oil a fairer basis than at pro present sent for the education of all the children of all the people |
