Show an ordinance AN ORDINANCE TO REVISE CHAPTER consisting OP OF SECTIONS TO INCLUSIVE OF THE REVISED ordinances OF THE CITY OF RICHFIELD PASSED AND APPROVED ON THE DAY OF APRIL 1909 FOR THE establishment OF A BOARD or OF HEALTH FOR SAID CITY AND FOR THE quarantine AND prevention OF contagious AND infectious DISEASES AND PROVIDING PENALTY FOR THE VIOLATION THEREOF be it ordained by the city council of the city of richfield state of utah SECTION 1 board of health the mayor shall by and with the advice and consent of the council appoint during the term tor for which he Is elected a quarantine physician who shall be a graduate of a reputable medical college and shall be known as the health officer the quarantine physician the mayor the city marshal and one member of the council to be appointed by the mayor shall constitute the board of health the quarantine physician shall be the executive officer of said board SECTION 2 duties and powers of board the board of health shall exercise general supervision over the health of the city and effect all measures necessary to promote the health and cleanliness thereof it shall abate all nuisances of every description on public or private property it shall use all measures to prevent the introduction or spread within the city or within five miles thereof except within incorporated cities within said distance of any malignant contagious or infectious disease and remove quarantine or otherwise dispose of any person or persons clothing or effects attached with or having been exposed to such diseases and shall adopt such rules and regulations necessary to prevent the introduction or spread of malignant contagious or infectious diseases within the city or within five miles thereof as above mentioned it shall make a report to the city council the last meeting in each fiscal year or oftener it if directed by the city council of all its proceedings and the sanitary condition of the city and the cleanliness thereof and shall make such stich recommendations as in the judgment of the board will improve the sanitary conditions of the city it shall have power to stop and prevent tile the discharge of sewage from any premises within the city limits into and upon any public highway stream water course or public place or into any drain cess pool or private sewer and order the removal of sewage from any promises premises whenever in the opinion of said board of health the public interest shall demand it SECTION 3 duty of the city physician the city physician shall take notice of all ordinances relating to the sanitary condition of the city and enforce the same and to that end lie ho is hereby authorized to enter in the day time any premises houses or buildings within five miles thereof except in other incorporated cities or towns and further lie he may command the aid of the police force to assist in the discharge of his duties it if at any ti time me may be necessary to do so he shall prescribe for the city prisoners and for such cases of the city poor as the city council may designate SECTION 4 duty of clerk one of the members of the board shall be appointed clerk who shall perform such duties a as may be required by the health officer the board of health or any city ordinance he shall keep suitable books a full and complete record of the rules accounts and proceedings ce of the board and an account of all expenses incurred the manner of disbursement and also of all money received by the board he shall also make a proper register of all information necessary for the efficient work of the board of health SECTION 5 certain diseases to be quarantined immediately upon receiving the report of a case of asiatic cholera diphtheria croup scarlet fever bubonic plague or small pox the board of health or health officer shall cause to be securely attached in a conspicuous place on the house wherein such disease occurs a card or flag having printed on it in large letters the word quarantine and the name of the disease for which quarantine is established and no person shall be permitted entrance or exit to or from such house except the attending physician and necessary nurses without a written permission of the board of health or health officer no person shall remove mar deface or destroy such quarantine card or nag flag which shall remain in place until after the patient has been removed from such house or has recovered and is no longer capable of communicating the disease and the house and contents thereof have been properly infected disinfected dis by bv the board of health SECTION 6 G certain buildings disinfected Dis infected any house or building building and its contents in which a case of asiatic cholera yellow fever small pox typhus fever bubonic plague diphtheria croup scarlet fever cerebrospinal spinal meningitis plit ysis is ls or consumption has occurred shall be infected disinfected dis under the supervision of the board of health or its proper officer in accordance with the rules of the state board of health SECTION 7 other DI diseases casas quarantined it shall be the duty 0 of f the city board of health or health officer to placard in the same manner as described in section 5 all cases of measles whooping cough cerebrospinal spinal meningitis and chicken pox reported and to maintain and effect such quarantine and as herein after provided SECTION 8 duration of quarantine the duration of quarantine in contagious diseases shall be as follows asiatic cholera until after complete recovery and disinfect faction of premises small pox for not less than 21 days after beginning of the disease and until all crusts and scales have fallen off or have been removed and the of the person and premises quarantined scarlet fever for not less than 30 lays days from the beginning of the disease diphtheria for not less than 14 days from the beginning of the disease cerebrospinal spinal meningitis for not less than 14 days from the beginning of the disease bubonic plague until recovery or death and of the person infected and the premises measles for not less than 14 days from first appearance of disease and until peeling or di has ceased whooping cough for live five weeks from beginning of the disease and until whoop has entirely ceased provided that for other members of the family where whooping cough exists no quarantine is required but children of the same household must not attend school or other public gatherings for a period of three weeks from tile the beginning of the quarantine unless permitted to do so by the board of health chicken pox for not less than 14 days from beginning of the disease and until the scales and crusts have disappeared mumps until recovery no quarantine shall be required for members ot tile the family in which a case of mumps exists e except those afflicted with the disease SECTION 9 when quarantine removed no quarantine of a contagious or infectious disease shall be removed until the attending physician has notified the local board of health that the case has recovered and is no longer liable to communicate the disease provided that when no physician is in attendance the health officer may remove the same at the expiration of the quarantine period and recovery of the patient SECTION 10 Dis infecting Di of school when it is known that a person has attended school while suffering from any of the diseases named in section 5 the board of health shall cause the school room occupied by said person to be dis infected SECTION 11 unlawful to break quarantine it shall bo be unlawful for any parent guardian or other person having charge or control of any child or children to allow or permit such child or children to go from any family in which a case ot cholera small pox po typhus fever bubonic plague diphtheria croup scarlet fever measles whooping cough chicken pox or cerebrospinal spinal meningitis has recently occurred without a permit from the board of health or health officer SECTION 12 Disint Dishi eLtion lection of Pie premises when a person affected with small pox typhus fever diphtheria croup or scarlet fever has recovered and is no longer liable to communicate the disease to others or has died the physician shall furnish to the board of health a certificate of such recovery or death and the health officer or other person appointed for the purpose shall thoroughly disinfect the house and contents thereof in which such person has teen in ill or lied died which shall be done in accordance with the rules and regulations adopted and promulgated mul gated by the state board of health SECTION 13 concealing diseases no person shall under any pretext whatsoever conceal the existence of any contagious or infectious disease either in his or her family or in tile the family of another SECTION 1 1 exposed ed Pe persons rotis any ally person who is adjudged by the board of health to have exposed himself or herself to any contagious disease is subject to quarantine for such length of time as may be by the board of health deemed necessary to prevent the contagion being carried to others SECTION 16 typhoid feier all cases of typhoid fever must be reported to the board of health and all the excretions from the bowels and kidneys must be thoroughly infected disinfected dis with carbolic acid chloride of lime or corrosive sublimate SECTION 16 throat threat the parents of any child which is suffering from sore bore throat threat of any kind are hereby required to withhold such buch child from attendance at school or an any public gathering unless the disease is pronounced contagious non by a physician SECTION 17 sale of milk the sale or use ube of milk or dairy products from the place where one of the diseases exists or where typhoid fever is is strictly forbidden unless the milk is handled cans and vessels washed and stock cared for by persons entirely segregated from the afflicted family and then only upon permission of tile the local health officer no milk bottles s or r milk vessels shall bo be taken from premises on which communicable dis diseases ses exist SECTION I 1 IS burlile bur lili any person having lied died from diphtheria scarlet fever or small p 1 ox liefl have no public funeral SECTION 19 penalty any person who violates disobeys omits or P refuses to comply with or resists any of the abc provisions provision of this chapter or who refuses or neglects to obey any of those thebe rules orders or proclamations of the board of health the health officer or mayor or who omits neglects or refuses to comply with any provision of this chapter or who resists any officer orders or special regulation of said board of health health officer or mayor shall upon conviction he be fined in any sum not exceeding for each offense or 30 days imprisonment or both said fine and imprisonment SECTION 20 chapter 3 XVI consisting of sections from and including to and including of the revised ordinances of the city of richfield repealed passed and approved on the day of april 1909 iu is hereby SECTION 21 this ordinance shall take effect upon being published in the richfield reaper
