Show REBELS CREATE " PANICINMEXICO CENTRAL GOVERNMENT TAKES STEPS TO CURB THREATENED OUTBREAK IN MICHOACAN Mexican Government Having Trouble With Rebels in Several States; Threats Are Not Directed Against President Mexico City. Disturbances, accom panied by some bloodshed, which have taken place in the states of Michoacan and Jalisco during the last few weeks are causing the central government here to assume an energetic attitude in policing these districts, although the activities do not appear to have been directed against President Obregon. Morelia, capital of Michoacan, for several days has been in a state of panic, due to threats of rebels, under Colonel Francisco Cardenas, to take the city. Reports received Jiere indicate in-dicate that the revolutionists are surrounding sur-rounding Morelia and possibly may occupy oc-cupy It. Several guards maintained by Francisco Fran-cisco J. Mugica, governor of Michoacan, Michoa-can, clashed with a rebel detachment on the outskirts of Morelia. Several men were killed. The rebels retreated. Mugica is said to have abandoned the government palace during the fighting and to have taken refuge in the tower of the cathredral. Press dispatches from Morelia are obscure as to the real situation there, but it appears that various rebel forces are united under the command of Cardenas Car-denas and are threatening the state authorities au-thorities as represented by Governor Mugica. The state government is being be-ing supported by federal troops. The state of Jalisco has been added to the list of states where the governor govern-or is in conflict with an aggressive opposition. op-position.
