Show PROPOSED AMENDMENT TO THE CONSTITUTION HOUSE JOINT RESOLUTION NUMBER NINE. A joint resolution providing for an amendment to Section 4, Article 13. of the Constitution of the State of Utah relating to the taxation of mines ai'.d mining property and the assess ments of same. lb; it enacted by the Legislature of tin; Star,, of ('tali, two-thirds of all the members elected to the two houses coluurrin;; therein: Section 1. That ii is proposed to amend Section i. Article 1 ii of .he Constitution of tin; Stale of Utah so that the same w ill read as follows: Section 4. All metalliferous mines or mining claims, both placer and rook in place, shall be assessed at $.j.Ub per acre, and in addition thereto there-to at a value based upon' some multiple multi-ple or sub-multiple of the net annual an-nual proceeds thereof. All other mines or mining claims and oilier valuable mineral deposits, including lands containing coal or hydro-carbons, shall be assessed at their full value. All machinery used in mining min-ing and all property or surface improvements im-provements upon or appurtenant to mines or mining claims, and the value of any surface use made of mining min-ing claims, or mining property for other than mining purposes, shall be assessed at. full value. The state board of equalization shall assess and tax all property herein enumerated, provided that thc assessment of $5.00 per acre and the assessment of the value of any use othor than for milling purposes shall be made as provided by law. Section 'i. The Secretary of State is hereby directed to submit this proposed pro-posed amendment to the electors of the Stale at the next general election in the m-anner prescribed by law. Section 3. If adopted by the electors elect-ors or the State, this amendment shall take effect Jaunary 1st, 1919. Approved March 12, 1917.
