COUNCILMAN Dean Stahle said the motion was a "watered "wa-tered down" version of the one he had made to formulate a definite ordinance. "1 think there is some urgency ur-gency for an ordinance," said City Attorney Layne Forbes. If Maple Hills is allowed, by the court, to go ahead, they are already zoned as R-1C. "THE R-1C ordinance does not provide adequate control for the mountainland," said Councilman Stahle. The city is still in limbo on the construction of Bonneville Drive through the controversial controver-sial Maple Hills. The bond agreement for the lower subdivision sub-division portion, already complete, requires completion comple-tion of the drive, according to City Engineer Jack Balling. THE developer's financial agent, Deseret Federal Securities, agreed two weeks ago to determine if there was sufficient money but no word has been received. "The agreement says they can't spend the money unless it is authorized." said Mr. Balling. The money was to be held in a bond to assure completion of improvements. WHEN MILT Green, developer of part of the road, was at council, he mentioned an agreement that withheld his money for the project until it passed the city council. "This is strictly an agreement with the security company and Mr. Green," said the city engineer. en-gineer. The city's problem is getting get-ting people to the golf course. The turn in the weather has made asphalt laying almost impossible now. "Twenty percent per-cent of the curb and gutter, already there, will erode and drop out of sight during the winter," said Mr. Balling. HE SAID the soil there was a quagmire saturated with water. "We may have to get a helicopter to get people to the golf course," said Mayor Morris Swapp. THE COUNCIL heard engineering en-gineering plans for a retaining reservoir in the development of North Cove near Val Verda. "Developers would be required to construct a storm drain but once developed it becomes our problem," said Mr. Balling. He said the retaining pond should accommodate more than a 100-year storm.
