Show i Civics Clubs : Meet at Salina J The regular monthly meeting ,of the Associated Civics Clubs of Southern Utah was held in the public library at Salina, Utah, on December 23. The meeting was called to order by President Wy-naught, Wy-naught, who introduced Mayor Willardsen of Salina. Mayor Willardsen vas glad to see the large crowd present and expressed express-ed the fear that perhaps they would have so large a crowd that it might be difficult to en-terta.n en-terta.n them all in a satisfactory manner. He assured the meeting, however, they were plad to have 0 many representative citizens, not only from the southern coun--ies, but from Salt Lake City as well. J. W. Humphrey, of the Educational Ed-ucational committee, made a report re-port on the recommendations of the Fact Finding Committee, submitted to Governor Blood on July 1, 1940. The committee offered of-fered ways of increasing the taxes on gasoline, so that federal monies would not be lost if a part of a license plate money or the gasol'ne tax receipts were diverted to other purposes. A general discussion followed which was particpated in by the local representatives of the Civics CTuL by Mark Tuttle, the secretary of the State Contractors Con-tractors Association; by V. D. Hammond, Chairman of the State Road Commission, who aiso read the Federal law known as the Haden-CartwTight Bill which prov'des for federal participation par-ticipation in road contracts in Utah. According to Mr. Hammond, Ham-mond, Utah would have lost S725.000 in federal funds this year had any part of the gasoline on license plate funds been diverted di-verted for other purrxjses. President Nuttal furnished the meeting with a building program pro-gram needed by Snow College to give th s school the facilities now enjoyed by all other junior colleges col-leges in the state. The group agreed to assist in putting over ;n:s building program upon the recommendation of the Educational Educa-tional Committee. Randall Jones, the Union Pacific Paci-fic publicity man, spoke briefly to the meeting. Dr. Merrill, president presi-dent of the State Dental Society, explained the health program of the state Dental Association. The association, according to Dr. Mer-. r.il. is striving to provide ,as-s. ,as-s. stance to low-income families in taking care of the teeth of all children in that group. They are also providing a free clinic for under-privileged school children in Utah. C. A. Matlsson offered a resolution reso-lution prepared by his committee recommending the appointment Df representatives from the Association As-sociation when a reorganization of the present State Departments :s brought about, as well as for new departments that may be organized. This resolution was offered because of the fact that m the past very few representatives representa-tives from southern Utah had been appointed in the various departments and commissions of the state government. George Hum offered a resolution favor- ' 'ng the small reservoir program for Utah. The above resolutions were passed unamimously. Chauncey Sandberg reported on the advertising program which the Club is suggesting to ;he state legislature. James M. Sa:gent reported on the work of the State Traffic Safety Council. Frank Martines reported on the status of the Redmond drainage ' project, also on the recommendation recommenda-tion of the Wayne County people that the Park Service provide a caretaker for the Capital Reef National Monument. According to reports, the trails are going to pieces and need some repairs and a great many people who visit that section have no one to inform in-form them as to what attractions the monument contains. Some discussion of the condition condi-tion of the Salina Road was entered en-tered into by several of the Club's representatives. At this po nt the legislators were introduced. in-troduced. It was found that State Senators B. A. Howard of Huntington Hunt-ington and McKinley Morrell of Piute County were present. Representatives Rep-resentatives R. P. Lund and John L. Bench of Sanpete County, Coun-ty, a Mr. Staples of Sevier County, Coun-ty, and a Mr. Albrecht of Wayne County were also in attendance at the meeting. Director George Hunt of Wayne County reported that there are sereval thousand bags of No. 2 potatoes in southern Utah that the growers would like government assistance in marketing mar-keting for stock feed. These potatoes po-tatoes should be treated so that they cannot be used for food. This -will also make a market for No. 1 potatoes, of which there is an over-supply at the present time. By feeding the No. 2 potatoes po-tatoes to livestock, they hope that a better price for No. 1 potatoes po-tatoes can be realized. This question ques-tion was discussed by other members present. Dr. King, a director from Green River presented plans and specifications speci-fications for the Black Box reservoir reser-voir on the San Raphael river. This project will store 500 thousand thou-sand acre-feet of water. This reservoir would stop a lot of silt from going into Boulder Boul-der Dam. It would provide approximately ap-proximately 600 feet of fall by the construuct.on of a three mile tunnel that could be used for generating approximately 12,500 Horsepower electrical energy. Dr. King also placed at the hands of the Legislative Committee Com-mittee a rcommendation for proposed pro-posed legislation requiring pre-martial pre-martial examination by comppe- tent physicians of both men and ; women prior to their securing. 3 license to marry. Dr. Dalrish explained that the State Board of Health favored such legislation at the present time and that the matter will be brought before the coming leg slature by the State Junior Chamber of Commerce. I President Wynaught expressed , his thanks for the cooperation he I has received during the past year ! in conducting the affairs of the Association as its prpesident. Henry H. Jones, the presidentelect, president-elect, w-11 automatically take President Wynaught's place on January 1. The next meeting of the Club will be held in the New House Hotel on January 25. The executive ex-ecutive committee will meet in session at 2 p. m. on January 24.
