"Less esesential employers I have been found to have hired workers who have been empoyed in essential activities within the GO days preceding their hire," said Mr. Oldroyd. Such workers can be hired in less essential activities only upon presentation ot a referral card from the USES. Staff in each local office of the USES is assigned to make continuous con-tinuous audits of empolyers' pay rolls to make certain that the terms of the stabilization program pro-gram are being adhered to. Mr Oldroyd said that the USES and the WMC would take every possible pos-sible step to secure compliance. He pointed out that whereas certain penalty provisions are included in-cluded in the plan, it is designed primarily as a cooperative arrangement ar-rangement between workers and employers to assure the maximum maxi-mum use of available manpower, with the least possible turnover! He urged both employers and workers knowing of violations of the plan to report them immediately im-mediately to the nearest USES oflice. Mr. Oldroyd urged employers particularly those engaged in essential es-sential activities to place and keep their orders current. |
