Economic stagnation would be a better term to use, he added. Two additional stipulations were added by the Redevelopment Agency after input was received from residents. These include a requirement that all those who own property within 300 feet of a proposed development be notified ahead of time so that they can be aware of meetings planned concerning con-cerning the development. The other is allowance for a buffer zone to be provided in the Commercial Com-mercial Zone which is contiguous to residential property which is located outside the project area. Most of the property in the project area will not be purchased by the Agency, but the Agency will be See Redevelopment page 2 The Lindon Redevelopment Agency, Lindon City Council and -Lindon Planning Commission gave their approval Wednesday to the adoption of the State Street Number 1 Redevelopment Plan. Approval was given following a public hearing on the matter in which several residents expressed opinions and asked questions. The area included in the plan fronts onto State Street from 600 . North to 60 North on the east side of the street only, and both sides of the street from 60 North to 200 South. A few properties were eliminated from the plan for various reasons. Mayor pro tern Scott Cullimore explained the formation of the Redevelopment Agency in 1982. One . project is already underway in the industrial area of the city west of Geneva Road. The Agency is made up of members of the city council. Gene Jacobs is the director of the Agency for the city council. The goal of the project is to eliminate and prevent the spread of blight in the project area by several means, including acquisition of real property, demolition or removal of buildings, relocation assistance, installation of improvements, disposition of property acquried by the agency, redevelopment of land by private enterprise and public agencies for uses in accordance with the plan, rehabilitation of buildings and structures, and participation by persons or entities engaged in business or holding interests in Redevelopment Continued from front page assisting and encouraging public and private entities to eliminate blight, install needed utilities, rehabilitate property and development property in the project area consistent with the Redevelopment Plan. The principal objective of this plan is to promote redevelopment by stimulating private development within the project area. Durham explained that the plan sets up some economic tools for the city. When a store is built it would raise the tax increment to the city and that tax would bring funds into the city it would not otherwise have had. This then can be used to get a revenue bond to make some developments possisble that otherwise could not happen. The Agency was asked what provisions will be made to assure that quality structures and proper landscaping is installed? The response was that the plan includes architectural controls and quality controls. Mayor pro tern Cullimore stated that the council wants to keep Lindon a nice town to raise families but that the city also needs a good tax base to keep the community " healthy financially. Councilman Garth Gillman explained ex-plained that it used to be that property tax revenues and sales tax revenues were about even in the city. Now the sales tax revenues are going down which would indicate that property taxes would need to go up. The Redevelopment Agency is a better process for handling land use because it provides better controls, than just letting things go on their own, he noted. Some concern was expressed about existing homes in areas adjacent ad-jacent to the commercial area. Mr. Jacobs proposed that a buffer zone requirement could be added to the plan as a protection to the home owners. The council explained that the commerical zone was established a long time ago and a masterplan set up 20 years ago which allowed the commerical zone on State St. Jacobs also explained that selling property to the Redevelopment Agency was similar to selling under threat of condemnation and money received is not taxed if it is reinvested rein-vested in property within three years. He said that some people wanted to be included m the district ' for this very reason. |
