Southeast Pleasant Grove only represents nine percent of the total o District 59, yet Pleasant Grove was the first city in which the candidate announced his candidacy. He noted that 78 percent of the district is located in North Orerr .with Lindon having 13 percent .About 21,000 persons reside in the district, Heplans to form a district advisory council if he is elected to the post which will keep him advised on the concerns of the cities involved Pleasant Grove had expressed concern in this area as the city will , come under two representatives. Moss also proposes to hold meetings with his constituents at the time of each legislative session. He said that as far as he was concerned con-cerned there were no community boundaries and he plans to represent the district, not just Orem. Calling himself a fiscal conservative, con-servative, Moss said he would like to substitute non-financial for financial resources wherever possible. He added that he believes in "0" based budgeting. He says he feels that the expenditure ought to justify itself on the "0" base rather than on what it was the year before. He further stated that there are often hidden costs to the citizens in state programs and that all costs should be revealed and considered. The candidate said he believes in volunteerism and would encourage public service through tax incentive. He added that he believes many qualified leaders could get involved in community service if they had this encouragement. Their abilities on a volunteer basis could save thousands' of dollars if people did not have to be paid to do everything. James R. Moss has announced his Republican candidacy for the U an Slate Legislature from the new Utah House District No. 59 which includes southeast Pleasant Grove, Lindon and North Orem. A lawyer by training, Mr. Moss, is an associate professor of Church History and Doctrine at BYU where he also teaches at the J. Reuben Clark Law School. He is chairman of the Orem Educational Advisory Council and a member of the Alpine School District Citizens Advisory Council. He has also served as a member of the Orem Public Decency Committee. Moss has been actively involved in . Republican parly politics, serving as a field director in Utah congressional and U.S. presidential campaigns. He has a bachelor's degree in political science from the University of Utah and a juris doctor from Stanford University. As a university undergraduate, he served as studentbody president and as president of the Western Collegiate Association. Moss serves as first counselor in the stake presidency of the Orem Utah North Stake of the LDS Church. He and his wife, LaVelle, are the parents of seven children. Asked why he had decided to run for , public office at this time, Moss said, ' "The current incumbent, Representative Paul Rogers, is not running for re-election and has asked me to run, as have other members of the House of Representatives who . know me and feel I could both represent the new District 59 and make a positive contribution to the state as a whole. "During the past three weeks, I ' have talked with many community leaders and friends in Lindon, Pleasant Grove and Orem, and found ; strong support for my candidacy," he noted. "I believe I can represent the people in the district and am prepared to devote the time and energy necessary to be an effective legislator," he added. He also explained that he was very concerned about several issues that affect all people in the area. These include the quality of our educational programs, the need to make state I i - !
