Show Ferguson Reports At Rally Held Last Saturday Joe H. Ferguson, candidate for United States Congress, stated at a rally held Saturday night at the Pleasant Grove High School that all that glitters glit-ters is not gold and that the proposed revenue-sharing program pro-gram is not what it is proposed to be. Like all promises of something for nothing, he said, there is a hook in the bait. Mr. Ferguson had the following to say on this issue: "A close inspection of the proposed revenue sharing plan shows that it will not produce any of the desired advantages but will definitely result in an increased tax burden upon the ciitzens and a weakening of their ability to maintain control con-trol over their local governments. govern-ments. The revenues to support sup-port the program will come from the taxpayers, of course, but its final control will be by the federal government. The local government leaders will then become more responsive to the demands of the federal government than to the needs and desires of the people. This is inevitable. The claim that there will be no strings attached attach-ed is a deliberate misrepresentation misrepresent-ation of the facts. Already, the United States has been divided into ten separate sep-arate areas for administering federal programs. The plan is for these ten areas to become increasing more powerful and the states and local governments govern-ments to become weaker. The revenue sharing scheme will be a big step in this direction. "The plan is also unconstitutional unconstitu-tional as a federal government does not have the legal power to levy such taxes to administer admin-ister such a program. It is a further weakening of the states stat-es right to finance their own operations. t urthermore, we in Utah will lose more than we will gain. Most of our local governments govern-ments are in good shape compared com-pared to many of the huge metropolitan ones such as New York City. If the citizens of New York cannot manage their affairs responsibly, that is their problem. I don't thik we here in Utah should have to pay for their mismanagement. This plan would be more deficit sharing than revenue sharing. I am opposed to it because I am for government by local control." |
