constitution of the state of utah as follows SECTION 10 the governor shall nominate and by and with the consent of the senate appoint all state and district officers whose offices are established by this constitution or which may be created by law and whose appointment or clec election tion is not otherwise provided for if during the recess of the senate a vacancy occur in any state or district office the governor shall appoint some tit fit person to discharge the duties thereof until the next meeting of the senate when he shall nominate no sonic some person to fill such office if the office corporations for irrigating lands within the state owned by such individuals or corporations or the individual members the thereof beof shall not be separately taxed as long as they shall be owned and used exclusively clu for such purposes power plants plant power transmission lines line and other property used for fol generating and deliver delivering inc electrical power a portion of aich Is used for furnishing power tor for pumping water tor for irrigation purposes on lands in the state of utah may be exempted from taxation to the extent that such property is used for such purposes these exemptions exemption shall accrue to the benefit of the users os of water sater so pumped under such regulations as the legislature may prescribe the taxes of if the indigent poor way may be remitted or abated at such times and in such manor maner as may be provided by law the li slature lature may provide for the exemption from taxation of homes homesteads and personal property not to exceed 2000 in value tor for homes home and homesteads and 1300 for personal property property not to bo exceed in value owned by disable persons who served in any war in the military service of the united states or of the state of utah and by the unmarried widows and minor minor orphans of such persons may be exempted as the legislature may provide the legislature shall provide by law for an annual tax sufficient with other sources of revenue to defray the estimated ordinary expenses expense ot or tho the state for each fiscal year for the purpose of paying the state debt if any there be the legislature shall provide for levying a tax annually sufficient to pay the annual interest and to pay the principal of such debt within twenty years from the final passage of the law crea creating the
