Show paring budget now heavy T task president to keep promise were 0 over ver spending peak big job for congress by EARL GODWIN ASH INGTON CoK congress gress W meets again january 3 anti anil roosevelt Is busy paring down a budget of government expenses for the fiscal year which starts july 1 1936 10 and what a job that Is there are arc all so suits is of stories as to what it will cast cost to run the government but the truth will not be known until the bud budget get Is corn colu plated which will he be a fe few v days possibly a few hours before congress meets the current budget Is a trine trifle over seven billion four hundred mil lion ilon and the lite president seeks to slash that so he can keep his pro promise mise that we have jone gone over the spending peak and are on our way to the safe harbor of a balanced government income anil and outgo if the supreme court of the united states declares that the AAA processing taxes are unconstitutional then congress will have to locate a way to raise the money for the AAA ofilia c checks ecks to contract farmers a matter of half lf it billion dollars and if con congress res raise lt it then it means that much more borrowed money until such time its as the present AAA contracts and this the present farm policy continue if tills this session of congress passes the immediate payment ot ol the bonus law it means finding a n couple of billions of dollars more my lly impressions are re the bonus will be enacted this coming session over the presidents veto that would remove the matter from politics but it would smash the budget roosevelt has taken the position that if congress pays days the bonus congress must provide the cash the relief problem Is not settled and it relates closely to the amount of borrowed money because the expanded national debt Is largely due to the governments relief policy roosevelt has given roe me the impression that if the states and cities cant take care of their end of the burden he will see sec to it that the national government will carry the burden to some extent the tapering off process h hns is begun and the federal relief officials are hard boiled about it they are DO not coddling anybody but the mayors of the largest cities told the government they cant carry the load ad now these mayors represent a large portion of the voters they will have considerable effect on congress I 1 imagine they could swing a majority in the house so it may be that uncle sam will stay in the relief bu business sines longer titan than you ou think which menns means more federal money spent than the economy crowd would like another interesting and hot problem will arise when our present neutrality resolution expires the last session of congress tool enok the international diplomatic pame game into its onn hands and instructed the president just what to do in the way of prohibiting the shipment of munitions of war to balliger bel liger ent foreign countries those instructions end february and by the way things are going to in europe now there then will be need of a strung strong and decisive policy but bill there are divergent views on oa foreign policy lo llcy congress agrees in toto botn that the country wants to keep out of foreign entanglements entangle ments but bill the fight comes on the methods to pursue to keep our skirts clear po possibly sibly the first item on the congressional gress lonal program will be to enact the deficiency defice I 1 ncy appropriation bill killed by the filibuster of the lite late senator cluey 11 lon axing that hill barging fire contains the money to start the administrations social security program with its old age pension and unemployment fund I 1 am quite sure sore that when it comes up for passage the ever growing townsend bloc will bring up the sax 21 n mouth month plan for sixty year oldsters the townsend old age pension plan Is the strongest if the unusual movements co tigress congress will face this session I 1 e 0 9 PUT ON PRESSURE roosevelt and congress and the country at large will have to contend with willi many heavy pressure groups front from the conservative side in the comlee few manlis lis roosebelt Roos Roo eielt characterized characterised some of them as gentlemen in well warmed and well stocked clubs ai it is these groups which appear to nae me to be shortsighted short sighted in their demands for a government which gives ear car tr to heavy busl business ness flone leaving out the human equation these are the men from the liberty Il berty le league autie tile the national association of manufacturers the economy league find and other extremely narrow reactionaries who are plotting for the mer overthrow throw of the new peal deal now if these men defeat and elect their own administration they will have to deal directly with radical movements far to the he left ol of roosevelt who now stands as a hut hill wark against st some gome of the thugs gs thai hat business fears for instance we have hav father coughian CoughI In favoring government monopoly rt rf all credit contrast thai with the lite comparatively mild reform of the so called eccles nel act which makes moderate revisions or of the fed oral eral reserve system the farmers union demands a three dellai greenback issue to pay ott off the farn farm debt Is i much more of a ol 01 night it t mare to wall ra street beet than the ad admirals tf tlona AAA and nd work relief and other remedial programs there Is a 1 I definite nite movement for the ownership of nil all uti utilities litle 4 while the administration finist ration Is 1 content with regulation under soo and the ayar yardstick astick experiment of TVA the government Is ili merely showing what can be done in the way of cheap power when awa watered e rod stock Is dried out and Is content to let private ownership furnish furnis h power at proper rates but if the conservatives serva tives smash the present pro program gram there will be a tremendous revolution against the evils of the old power trust which Is a heavy factor against roosevelt there are militant radical pro arn crams such as those of governor olson of minnesota and la follette of wis IVIS coasin there Is for instance the action of socialist rov eov which authorizes with the mayor to close any fact factory ory which will not bargain collectively with the rep resent athes of a majority of the work em rs this Is much more radical than anything in the wagner labor act against which industry Is prowling growling these radical rail icil modem movements ants indic indicate lie he die social 1 unrest there Is D no 0 e evidence V I 1 dence that a majority of americans are radically inclined but there seems to be danger that they will be made so if the government Is placed in the hands of a fascist body of big business leaders whose sole thought Is for profits and dividends the viry very conservative groups tire are giving the republican party something to think about because the 0 0 1 I i Is being openly courted by these manufacturers and financiers and yet the republican party from the Alleg alleghenies hanles westward to the pacific realizes it cannot become tile tool of the eastern seaboard and the heavy capitalist type of leader in n fact fac one prominent northwest republics republican n senator made the remark to a friend of mine a few days ago that this administration would some day be looked upon as very conservative behind this hint Is the explanation that many western republicans believe that there would be a popular uprising against an administration elected for business ony only U S BONDS SNAPPED UP bankers who recently advised their collea colleagues aes ues to boycott the united states government and invest in no more government boods bonds must have had a shock when the treasury offered about a billion dollars worth of bonds the other day and the public subscribed to the offer five ames times over this shows of course that the bov governments ern ments credit Is still splendid it also shows that the rank and file ot of bankers paid no attention to the american bankers association officials who suggested the boycott As an eastern editor puts it the bankers may be dumb but not that dumb the old fashioned method of financing a home with a series of first and second and sometimes a third elrd mort gage Is on the way out and the new single mortgage system payable monthly like rent Is coming to tile the fore this single mortgage ge system Is one of the most progressive achievements of the new deals housing program and to show how popular it has grown one need but look lonk at the figures of the federal housing administration more than worth of homes have been financed in this way in eighteen months the governments part in this revolutionary lutio lutlo nary home owning drle was merely to insure the mortgage so that the private financial institutions would haie hae solid assets aside from this there are other tangible and imbor tant factors the federal te deral housing drive started residential building at a time when it had fallen flat now instead a building boom Is predicted the worst of the old mortgage evils have been eliminated v PEEK BREAKS LOOSE george peek veteran farm leader who did so much in au S to arouse farmers for al smith and in 1932 for roosevelt Is off the reserva tion lion and at this writing appears to be waiting for an offer from some one to support him in an attack on the nd administrations mInistrations reciprocal trade treaty with canada peek nai neer deter a dirt fanner lie manufactured plows of at maline rather than follow one in the field but bill ile he was an extremely ab able P min in dealing with the political leaders of farm groups find and his de detection from the administration must be considered by the political chieftains however peek Is one more of carney Baru Bartic clis hs boys and parney as I 1 hare told you 1 that accounts for the present aal animosity osley both are showing PAYS ITS WAY bureaus and bureaucrats are constantly under tile the captious criticism of 0 politicians pill heres a bureau that comes up alth proof that a brain trust product of the teddy roosevelt bivs pays its waa wa the bineau of if reclamation reports that despite if the to drouth of when fart farmers ners anti and
