of oc the R rn ky mountain police journal as falows three of odthe the main changes in the new law relate to speed right ot of way and signals but contrary to out our present regulations the law leaves no room for argument there are no contrary coit regulations nor obscure war wordings dings or phrases espred limits fixed tildor the new law we will have the following restrictions fifteen miles per hour when passing school buildings or its grounds during a I 1 I 1 school recess recess or while children are I 1 i going to or from school during opening or closing clasing hours twenty miles per hour within any business district miles per hour aft within in any residence district ani and forty tive five miles per hour on the open highway excepting intersections where the view Is not entirely clear local authorities may increase the speed limits on oil through highways within city limits to a speed not exceeding forty five miles per hour motorists are required however under the new regulations to exer else CI KB due care and proper caution having regard to the traffic surface width ot of highway and to the hazzards at intersections outlying communities who in tile the past regulations dealing with w ith right of way represents a radical change the first vehicle to enter the intersection will have the right of way aay over other vehicles approach ing lit at right angles should both vehicles enter the intersection at the same time the one approaching from the right will have the right ot of way should a driver within the intersection Intend to turn to the left he must give way to any ve approaching from the opposite direction and which la is within the intersection or so close thereto as to constitute an ail immediate hazard in regards to cars coming into through highways the right ot of way belongs to all vehicles leles that are already within the intersection or are approaching it on the through high way vay so closely as to constitute an immediate hazard in could be plainer and it will therefore lie be up to the driver who sees this signal given to wait wail until it Is apparent what the driver ahead Is going to do under the new law the driver ot of any overtaken vehicle must not increase speed after having ree received elved a passing signal until the overtaking vehicle has completely passed this should eliminate a vicious uee lice which at present
