prepared for any emergency whether it be military industrial or 0 r e economic c 0 n is a p proper r function n c n of f beorn abc rope crefo tiow ith statecraft s t a t it is i s therefore h r e with sincerity and consistency that I 1 call your attention to the present economic condition which prevails throughout through oot the world with tb the e desire and solicitation that the people of utah give thoughtful consideration to the problem as it affects this state tate no one man or group of men is responsible for the present condition U 11 is the natural aft aftermath dermat h of that gigantic struggle straggle which threatened to engulf civilization we are in the process of recovery which can be made easier by the application of individual intelligent effort in viewing the unemployment situation generally it is to be rioted noted that utah fares better than many other states for which much credit is due the loyal business bubi nesi dij industrial leaders of our giell kie il cun on arnon wealth while we are to be congratulated on this point and theres there is no cause for alarm there rests upon each one of us a serious jb ib to do our individual share in providing immediate relief for those who are in dist a are result alt unemployment and to co operate cooperate in finding a way to complete restoration st to to normal economic conditions dit Jit ions it is therefore with a genuine enuine desire to minimize unemployment that I 1 address myself to the people of utah through mayors of towns county commissioners civic organizations and the press asking them to approach the problem in in each community providing such relief measures me aures as may seem most effective in each circumstance this is a problem for all the people and your counsel suggestions and support are earnestly solicited with the hope that by mutual effort a state wide plan will be evolved through which effective results may be accomplished 1 I am transmitting to you the following suggestions and recommendations asking that they be observed if found meritorious first people at present are curtailing investments the reasons are obvious however money will find its way back into circulation following the irrevocable economic law men afen cannot be criticized for watching their possessions carefully under existing conditions T b qi du cement to invest inest must come from without second wherever an industry is operating on a 12 18 or 24 hour basis and it is possible so to do shifts should be divided so as to provide employment for the greatest possible number third in institutions where boys or girls are employed and such employment can be carried on equally as well by men and women with dependents dekende ants a careful in tion of the necessities of each one should be made and where it is determined ter mined that he or she is not required to work for a livelihood a man of family or a woman who has dependents should be substituted fourth where feasible and if found necessary observe a system of rotation in employment of your people in order that all may have an opportunity to earn something toward meeting living demands it is well too for employers to have first hand information on the home conditions condit ious of their employees as far as possible this will create a 0 sympathetic relation relationship shi between employer and employee fifth let usall us all bearin bear in mind we are in a period of readjustment it is futile to attempt to impose changes out of keeping with present conditions prices of commodities and the wages to be paid are the subject for most careful thought and the ones affected should bear in mind that the era of extravagance and speculation are over we are now down to serious thinking and sober action endeavoring to build on a solid foundation sixth homeowners home owners contemplating improvements may find temporary employment for for many of the most deserving applicants where funds are available for private or public enterprises and where conditions justify such work should be started it will stimulate employment and overcome a tendency toward delay and consequent stagnation seventh each community should dealas a unit with its own problems I 1 some ome may decide to establish bureaus sa a convenient clearing house where unemployed may register and where those who can furnish employment may make the fact known eighth people who are unemployed should not leave their home town until they have exhausted all means at their command to find employment where they live there is too often disposition on the part of those temporarily out of employment to seek tle the larger centers this adds only the to perplexity of the situation and increases inc the already unwieldy transient population in conclusion this point may be emphasized work honest work and a sympathetic relation between men seems to be the need of the hour utah is happy and fortunate indeed and it is safe to predict thit that by careful thought and prompt action on the part of all our citizens we shall emerge safely into an era of confidence and buit business ness and industrial du revival
