AS AMENDED RELATING TO ZONING BY ADDING A NEW SECTION SECTION SECTION SEC SEC- TION 27 ENTITLED OFF STREET PARKING AND LOADING AS MORE PARTICULARLY PARTICULARLY PARTICULARLY PAR PAR- HEREINAFTER HEREINAFTER HEREINAFTER HEREIN HEREIN- AFTER SET FORTH AND REPEALING ALL ORDINANCES ORDINANCES ORDINANCES ORDIN ORDIN- ANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH BE IT ORDAINED BY THE CITY COUNCIL OF BOUNTIFUL BOUNTIFUL BOUNTIFUL BOUN BOUN- UTAH Section 1 That Chapter 2 Title XIV of the Revised Ordinances Ordinances Or Or- of Bountiful Utah 1965 as amended is hereby amended by adding a new Section following Section 26 to be known as Section 27 and reading as follows Section 27 2 Off ore Street Parking and Loading a OFF STREET PARKING PARKING PARKING PARK PARK- ING REQUIRED There shall be provided at atthe atthe atthe the time of the erection of any main building or structure or at the time any main building or structure is altered altered al altered al- al enlarged or increased in capacity in any manner minimum off street parking space with adequate provisions provisions pro pro- visions for ingress or egress by standard sized automobiles as hereinafter provided b PARKING SPACE FOR SINGLE FAMILY DWELLINGS DWELLINGS DWELLINGS DWELL DWELL- INGS In all residential zones there shall be provided in a private garage or carport or in an anarea anarea anarea area properly located for a future garage or carport space for the parking of at least one 1 automobile This parking space must be on the same lot as the main building and located in the rear of the required front yard setback Said space shall be not less than one onehundred onehundred onehundred hundred eighty square feet in net area A private garage nor any residential lot whereon a single family dwelling is located shall not have a capacity for more than three motor vehicles unless unless unless un un- un- un less the lot has an area of three thousand square feet for each parking space on such lot or in such garage c PARKING SPACE FOR BUILDINGS OTHER THAN SINGLE FAMILY DWELL DWELL- INGS For any new building or structure or for the alteration alteration alteration altera altera- tion enlargement or increase in capacity of any floor area or the addition of guest rooms to an existing main building or structure there shall be provided in connection therewith therewith therewith there there- with off street parking space of not less than one hundred eighty square feet net area per space in the following following following follow follow- ing amounts 1 For two family dwellings i and apartments two 2 parking parking parking park park- ing spaces for each dwelling i unit 2 For college and university university university sity auditoriums general auditoriums auditoriums auditoriums au au- au- au stadiums theaters and other similar places of f assembly at least one 1 parking space for every ten 10 permanent seats provided in said building or structure Where individual seats are dents For high schools one 1 parking space for each two 2 employees including teachers and administrators plus additional parking spaces equal in number to at least I thirty 30 percent of the total I student enrollment plus sufficient sufficient sufficient suf suf- off street space for the safe and convenient loading and unloading of students 5 For hospitals at least one 1 parking space for fon each two 2 beds infant cribs and childrens children's beds plus one 1 additional space for each staff doctor plus one 1 space for each two 2 employees including nurses and laboratory technicians loading and unloading space for hospital ambulances ances and similar vehicles are not included included included in in- in the parking spaces required herein 6 For medical and dental clinics at least ten 10 parking parking parking park park- ing spaces plus three 3 additional additional additional ad ad- parking spaces shall be provided for each doctor dentist or other person having having having hav hav- ing offices in such clinic in excess of three 3 doctors dentists or other persons plus one 1 additional space for each employee engaged at atthe atthe atthe the clinic 7 For tourist courts motels and apartment motels at least one 1 parking space for each individual individual sleeping or living unit 8 For hotels and apartment hotels at least one 1 parking parking parking park park- ing space for each sleeping room up to and including the first twenty 20 sleeping rooms and one 1 parking space for each three 3 sleeping rooms over twenty 20 sleeping rooms plus one 1 additional parking space for each employee patrons either in their cars two hundred square feet J 9 For lodging rooming and boarding houses one 1 parking space for each three 3 persons for whose accommodation accommodation accommodation the building is designed designed designed de de- de- de signed or used 10 For fraternities sororities and dormitories one 1 parking parking parking park park- ing space for each three 3 active members attending school plus one 1 additional space for the housemother or manager plus one 1 additional additional additional ad ad- space for each employee employee employee em em- engaged therein 11 For trailer courts or camps and mobile home parks one 1 parking space for each trailer space plus such additional additional additional ad ad- space as shall be deemed necessary by the Planning Commission because of any supplementary parking parking parking park park- ing generating activities such as social visitors and the like 12 For sanitariums or convalescent commercial recreational places of assembly at least one 1 parking space for each two hundred square feet of total floor area in the building building building build build- ing or structure 14 For mortuaries at least thirty-five thirty 35 parking spaces 15 For Utah State Liquor stores operated exclusively by the State Liquor Control Commission or any other governmental governmental governmental gov gov- agency at least twenty 20 parking spaces 16 For private or public welfare institutions such as asylums homes for the aged orphanages one 1 parking space for each staff or visiting visiting visiting visit visit- ing doctor plus one 1 space for each employee plus additional additional additional ad ad- space for business and social visitors as shall be deemed necessary by the Planning Planning Planning Plan Plan- ning Commission 17 For community centers libraries museums post offices offices offices of of- civic clubs and similar uses parking spaces equal in number to at least ninety 90 percent of the number of employees thereof plus such additional space for members and business or social visitors visitors visitors vis vis- vis- vis as shall be deemed necessary necessary necessary essary by the Planning Com Com- mission 18 For gymnasiums parks race tracks skating rinks and similar uses parking spaces equal in number to at least ninety 90 percent of the number of shift or one 1 parking space for each two hundred square feet of total floor area in the building or structure whichever whichever which which- ever requirement is greater d CHANGE IN REQUIREMENTS REQUIREMENTS REQUIRE REQUIRE- MENTS Whenever after the date of this ordinance there is a change in the number of employees employees employees em em- or business visitors or in the lawful use of the premises or in any other unit of measurement specified in any of the foregoing paragraphs paragraphs paragraphs para para- graphs of this section and whenever such change creates a need for an increase or decrease decrease decrease de de- de- de crease of more than fifteen 15 percent of the number of off street automobile parking parking parking park park- ing spaces as determined by bythe bythe bythe the requirements of this section section section sec sec- tion more or less off street parking facilities shall be provided within a reasonable time on the basis of the adjusted adjusted adjusted ad ad- needs as determined by this section In case of unusual hardship arising out of the requirements of this paragraph recourse may be had to the Planning Commission Commission Commission Commis Commis- sion in the manner provided by bylaw law e MIXED USES In the case of mixed uses the parking facilities required shall be the sum of the requirements requirements requirements re re- re- Parking space as required by this Title shall be on the same lot as the main building or structure and located in the rear of the required front yard setback provided however in inthe inthe inthe the case of a church library or museum the parking of automobiles shall be permitted permit permit- ted in the side and rear yards provided the area for such parking is not located 1 Nearer than four feet to the side line of a corner or interior lot 2 Beyond the front line of the main building Further all automobile parking areas and driveways shall be paved with an or concrete surfacing and shall have appropriate appropriate appropriate ap ap- ap- ap bumper guards where needed Provided however that parking space for commercial and industrial buildings or structures located in commercial commercial commercial com com- mercial and industrial zones may be located in any required required required re re- re- re yard area but no far far- I ther th than n five hundred I I feet from the main building I or structure g DESIGN STANDARDS 1 All off street automobile parking space shall be designed designed designed de de- signed with appropriate means of vehicular ar access to a street streetor or alley as well as maneuvering maneuvering maneuvering maneuver maneuver- ing areas No driveway or curb cuts in any zone shall exceed thirty 30 feet in width and detailed plans shall be submitted to the City Building Inspector for approval for all curb cuts cutsor or driveway openings before a permit may be obtained 2 Said parking areas shall be paved with an or concrete surfacing afford adequate drainage and shall have bumper guards where needed 3 Parking areas shall be used for automobile parking parking parking park park- ing only with no sales dead storage repair work dismantling dis- dis incapacity incapacity incapacity capacity after the effective date hereof for retail or wholesale manufacturing storage warehousing goods display department store grocery hotel hospital mortuary mortuary mortuary mort- mort uary uary laundry dry cleaning or other use similarly involving the receipt or distribution by vehicle of materials inventory or merchandise there shall be provided and maintained on the lot a minimum of one 1 space for loading and unloading unloading un un- un loading facilities in order to avoid undue interference with public use of streets or alleys such space shall include a minimum height clearance of fourteen 14 feet a width of twelve 12 feet a length of twenty 20 feet Section 2 2 Conflict All ordinances ordinances ordinances or or- resolutions and
