I CIL ON AGING I I 1 To serve as the successor successor success s sor to all groups concerned I with the problems of aging left without authorization o or ori r i jurisdiction at the formation i of the Davis County Senior Semor I Citizens Council on Aging I 2 To promote and develop programs to interest and an d provide for the welfare o of f I II I Senior Semor Citizens 3 To cooperate with th the e I Utah Council on Aging and an anany d I any public or private companion compan companion com com- pan panion on agencies on the State Stat e and National levels to meet I more effectively the needs I I I of and provide opportunities I for older persons 4 To integrate in Davis Davi s County the activities of any an another Y other groups with the kindred aims of providing opportunities opportunities opportunities for senior semor adults to render volunteer or paid service service service ice to the community and to their fellow men and of providing opportunities in educational educational educational ed ed- recreational and social social so so- social cial pursuits for senior adults 5 To be aware of and in interested interested interested in- in in the aspects and needs of the aging to promote promote promote pro pro- mote appropriate public relations re re- relations lations endeavors and to coordinate activities and fiscal management of endeavors endeavors en en- deavors involving senior adults within Davis County 6 To seek out resources at the local state and national national national na na- level to provide services services ices to the aging adult Section III Organization The Council on Aging shall consist of one 1 regular voting member for each full population in Davis County which representation distributed across the County County Coun Coun- County ty v 1 as equally as is possible plus six 6 regular voting members representing six different groups or agencies public or private associated with services to older people such as Family Services Welfare Welfare Welfare Wel Wel- fare Health Education Community Com Com- Community Action i it t y Services Council Churches Extension Extension Ex Ex- tension Service etc officio Ex-officio members without vote shall be one member of the Davis County Commission the Senior Senior Senior Sen Sen- Supervisor of the Senior Citizens' Citizens programs and the i president s of the representative representative representative rep rep- Senior Citizen Clubs organized under the auspices of the Council on I Aging maximum of two 2 I presidents I j 1 Voting members shall be appointed by the County Commission Commission Com ComI I mission by resolution which i I appointments may follow the recommendations of oC the he Council Council Coun Coun- cil on Aging Appointments except vacancy appointments shall be effective September 1st of each year Vacancy appointments shall shaH be for the balance of the term for which the vacated appointment was made 2 Appointments are to be staggered as follows follows- a. a Group or Agency 2 members appointed for 1 year 2 members appointed for fo r 2 years 2 members appointed for 3 years b. b Population 3 members appointed for fo 1 year 3 members appointed fo for 2 years 4 members appointed for fo r 3 years Thereafter all replacement terms shall be for three years 3 Officers to serve as th the e executive committee shall be appointed by the County Commission Commission Commission Com Com- mission from among the Council on Aging and shall consist of the following ter term m of office one year and no noto not notto notto t to exceed three consecutive terms Chairman Vice Chairman No 1 l Vice Chairman No o. o 2 I Members of the Council a on n Aging shall meet regularly once each month or in special special special cial session as called by the th e chairman and are to be uncompensated uncompensated uncompensated un un- compensated except that they may be reimbursed for actual 1 expense incurred on behalf of the Council on Aging Secretarial Secretarial Sec Sec- Secretarial services shall be provided provided pro pro- provided vided by the secretary of t the he I County Senior Citizens pro pro- grams Any member of th the e Council on Aging may 1 be be removed by the commission commissio n for cause 4 4 Program personnel shall shaH serve as follows a a. a The Council on Aging with the approval of the Davis Dayis County Commission shall shaH hire a County Projects Director to administer and andI I coordinate approved programs in the County b b. b The County Projects Director Director Director Di Di- rector shall hire a secretary- secretary bookkeeper and other necessary necessary necessary sary personnel on approval of the Council on Aging c. c The County Projects director di director di- di rector shall develop and provide provide provide pro pro- vide opportunity for volunteer services for senior citizens as much as possible Section IV Budget A budget budget budget bud bud- get shall be established annually annually annually an an- by the County Commission Commission Commission Commis Commis- sion which shall be advised thereon by the Davis County Senior Citizens Council on Aging Ag Ag- Aging ing it being the desire of all concerned that this Council on Aging be independent and self- self sufficient insofar as possible and subject only to a minimum of control and supervision of the County Commission I Moneys collected and expended exI ex ex- expended I shall be accounted for annually by the Council o on n Aging and shall be audit audited ed by the County Auditor before e approval of
