Show Watts Wants Master Plan's Adoption Dear Mayor and Council Members: Mem-bers: Speaking not for the Pl.mnug Commission, but as an individual and a member of the Commission, I respectfully urge you to reconsider recon-sider the adoption of the Master Plan for the following reasons: 1. The present ordinance is outdated and is very difficult to use as a management tool for decisions that greatly affect the present andfuturedevelopmentuf Park City. 2. The Planning Commission's responsibility is hampered greatly by lack of definition within the present ordinance. If the Commission is to make decisions that affect the whole community, it needs a better code as a guideline guide-line to work with. 3. It seems that to prolong the passage of the Master Plan in its present form does not solve an ever increasing number of problems prob-lems that affect the total community. com-munity. The pressures of vested interests inter-ests only emphasize the need for passage" at this time. Special problems and changes that require re-quire hearings can be better dealt with in an environment that is conducive to the normal channels for change dealing with issues on an individual basis as opposed to the total code. It seems appropriate appro-priate that any new instrument will need time for testing its validity. Not many, if any, instruments that are written by groups of lay persons are done with infinite wisdom and total completeness. The complexity and far reaching effects of such an undertaking needs and will require revision and evaluation as it is used and applied. Ttiere are methods and procedures by which change can be effectively made. The total community js the focus of the master plan, not special interests. in-terests. I urge you to consider the alternatives al-ternatives and rationale that are outlined and hopefully culminate the sincere effort of many by the passage of the Muster Plan. Sincerely, Burnis Watts |
