Show I lite liter r 01 11 llO By HARRY MARLOWE From now on on a a. little more constructive constructive constructive tive action can logically be expected from the Utah Legislature All of or the wild clutter of bills bUls that Jammed House and Senate calendars have been tossed Into the sifting com com- r And d despite spite the fact the lobbyists I will be pouring on the pressure for special Interest bills Indications are that the screening committees are more Interested In getting across good legislation legislation legis legis- lati lation than they are In setting up any records for passing bills Actually there are two big Issues overshadowing overshadowing overshadowing over over- I shadowing all the rest rest reapportionment and appropriations Advance Indications are that this bill I will wUl be as close as possible to the million budget submitted by Gov J. J Bracken Lee However the Legislature has shown a tendency to be willing to spend a little littlemore littlemore more money than the governor particularly particularly particularly parti parti- In the matter of continuing aid to needy school districts for building So a 72 million budget is not un un- likely And this will mean the lawmakers lawmakers lawmakers law law- makers will wUl have to take some serious looks at the states state's tax problems problems or or else toss the burden all on to property to the tune of some 12 million All of or the tax Increase or tax revision bills which could bring In some 5 to 7 million are marking time waiting for forthe forthe I the tho money bill And the legislators are In a mood to raise taxes a little across the board rather than raise property a lot There Is no doubt that property taxes will go up because the state will almost inevitably h have ve to levy a statewide statewide statewide state state- wide tax to make up the school fund deficit The reapportionment picture Is la not nearly as S clear The snarl Is In the House and more In small factions within both the Republican n arid and Democratic Democratic Demo Demo- cratic parties i Party leadership in the Democrats Is holding out against reapportionment but growing interest among Democratic members Indicates this block will not I I stand up The only question Is In is-In In what I direction will the Democrats go when they decide to act I Republican leadership is determined to get some sort of or plan across But a small Email segment is 15 not at all pleased with I the plan sent over by the Senate and so the party majority in the House I I cannot be used to run through some sort of or action I The plan which appears to be catchIng catching catching catch- catch Ing on Is to leave the Senate at the I member 25 figure worked out by the senators early In the session then set the House up with a membership of 61 The way this would be done is to addone add addone i ione one member to Salt Lake Weber Utah and Davis counties an and d take away one I from Cache Sanpete and Box Elder counties |
