unemployment in anticipation ot of another hard winter summoned john barton payne chairman or of the american red cross to the white house lor for a discus sion blon on bringing about closer co opera tion among all federal state and private agencies dealing with the situation the brer presidents identa move mole had hardly been revealed before secretary doak came out flatly in favor of a six hour day and a five day week for workers in industry as well as in the government W 1111 A few hours after president hoover had summoned john barton payne to the white house to propose a further study of unemployment conditions william green president ol of the american federation ot of labor issued a statement predicting that the coming winter will be the worst since the depression began mr green said that the prospects were that industrial workers alone would be idle which la Is more than in january last when unemployment reached its peak to meet this condition he proposed a program the outstanding feature of which Is a systematic shortening ol of work hours much speculation in regard to further efforts it if any the administration may make to have industry maintain existing wage levels resulted from the publication li in part in dispatches from pawtucket R I 1 of a letter by secretary lemont to representative condon in which mr lamont lament discussed the governments relation to the problem the lamont lament letter which was in reply to one representative senta tive condon had sent to president hoover stated that while conclusions reached at the white house conferences in 1929 has succeeded remarkably in sustaining wages some industries were now faced with the prospect of closing down altogether and thus creating more unemployment or alternatively seeking temporary wage reductions the latter declaration cl was being interpreted in some news dispatches as a suggestion by mr lamont lament that wages might in some instances be temporarily reduced to prevent increased unemployment aw 0 e allied printing trades council of new mew york state in convention at niagara falls adopted a resolution citing the unemployment ot of millions of wage earners of the united states and urging president re hoover to call con congress 1 in e extraordinary tr session immediately for the purpose of issuing bonds and appropriating funds for a system of public works and improvements the council suggested that the projects be of a character so varied as to provide employment lor for every adult citizen seeking work it urged a method delaysla of procedure that would abolish delays occasioned by red tape 41 am in a series of articles in the saturday evening post senator george H moses of new hampshire in discussing the greater readiness with which the senate now yields to organized pressure tells a story that Is not calculated to increase respect lor for that blodys courage he recalls an occasion when a dozen sena tors were gathered in the cloakroom lust just i prior to voting upon a measure which was on final passage all expressed their cpin 1 ions ot of the bill without exception they were hostile but when the bell rang and they trooped into the senate cham 1 ber ten of the twelve voted for it he he adds that this Is 13 not an isolated instance though he be remembers none where the percentages were so astounding this Is a satisfactory explanation of the growth of organized propaganda in favor of good bad and indifferent bills before congress 4 0 aw the battle between republican ana and democratic leaders over the tariff took on new phases when sen senator a tor reed smoot of utah chairman of the finance committee in an open letter to senator walter F P george democrat ot of georgia challenged him to specify his objections to tho the tariff law at the same time there was a clash of statements between senator L J dickinson republican of iowa and senator Pat harrlson of mississippi ranking democrat on the finance committee senator dickinson also called on senator harrlson harrison to name the rates to which he objected and charged mr air har rabon with inconsistency in his tariff votes he ass asserted arted that the mississippian was willing to allow the industrial rates in the measure to go through it if he got on long staple cotton the statements 1 of senators smoot and dickinson were given out through the republican 1 I 1 national committee it if us as Is reported vice president curtis has decided not to be a candidate for his present office again it Is not at all improbable that senator jim watson ot of indiana will be president hoovers running mate in 1932 mr hoover probably win will not want jim watson BS as his colleague on the ticket but a president does not always have his way about who shall run with him watson la Is now an avowed candidate he Is a shrewd politician and he has many friends in the old guard of 0 the republican party there Is probably no one whom that element clement in the party would delight more to honor with 0 a vice presidential nomination chairman Chil liman fletcher ot of the tariff commission has been persuaded by president hoover to remain two additional months at his post to complete important ataria adjustments the former american ambassador bas to rome home previously had announced that he had planned to terminate his services with the commission september at that time he sold said lie he had nothing in view A white house statement says president hoover believes that the commission under the chairmanship of fletcher had proved it can and will make all proper and necessary adjustments in tariff rates the pre appreciates the willingness of mr pletcher fletcher to remain another two months the statement said thus giving the commission the benefit of his fine abilities ar 0 0 the department ot of commerce will occupy its new building on next january it was definitely announced by malcolm kerlin executive assistant to secretary lamont lament the moving of equipment will be la in charge ot of col V U S grant ad director ot of public buildings and public parks and mr kerin estimated that the tremendous task will not be completed for at least two tw months all bureaus ot of the department with the exception ot of the bureau ot of standards and census bureau will be moved into the new building at the beginning ot of the year the greatest task in the moving line will be the trans transferring ferIng ot of the patent office equipment mr ker lin alln believes that this will not be a accomplished C complis hed within 60 days the building is understood to be about 83 93 percent completed aw 10 aw the woman voter edited by mrs jesse W nicholson ot of chevy chase in its august issue endorses william gibbs mcadoo tor for the democratic nomination lor for president in 1932 nearly every state has many capable citizens able to fill the highest office in the nation with credit and it would be difficult to mention a candidate that would not be preferable to alfred E smith and superior to franklin D roosevelt both can be defeated tor for the nomination 1 a I editorial says tho the veterans administration and the treasury the two federal agencies immediately med lately concerned with loans to world war veterans under the adjusted compensation pensa tion act have declined to be wrought brought into a controversy with the american legion concerning the operation and effects of the act as amended by the last congress officials of both departments said they preferred not to to comment on an article in the current issue of the american legion monthly in which it Is asserted that the loan system not only has cost the taxpayers nothing but actually has saved them about in the current fiscal year tho the article was written by ralph T onell oneil national commander of the legion in reply to charges ot of critics that the he loans to ex soldiers under the new legislation already has hag cost the taxpayers about a billion dollars it Is well known ot of course that the treasury which has the lob job ot of raising the money for the loans does not hold the legion commanders comma riders view ot of the operation ot of the plan and feels his argument Is fallacious in numerous respects but it also Is unwilling w to get into another bitter controversy tro versy over the matter like those which raged throughout the country both in 1924 and 1931 when legislation on the tha subject was before congress the wickersham commissions condemnation dem nation ot of the american prison system was met by a statement from sanford bates director of federal prisons that the government already had put p t into effect all the major improvements it suggested mr air bates reviewed one by one the commissions recommendations that cruel and inhuman disc discipline ne be banned by law that fortress 1 like lk e and unhealthy prisons be superseded that the insane diseased and drug addicted be segregated that the systems of parole and probation be extended that idleness within prisons be overcome and that prison officials be especially trained a and nd above politics his answer was that u under n der the reorganized prison program instituted ins t I 1 t buted by the government before last july almost every one of these steps had been or was being made effective while no final decision will be reached until the last of august as to the governments ern ments financing program which will involve the retirement of in bills the general market situation Is now being considered by acting secretary ot of the treasury mills the principal question to be decided is whether the short term securities will be replaced with long term bonds mr mills said that it was too early to venture a prediction as to what whal form the new issues would take secretary of war hurley expressed the opinion that the united states should get out of what he termed the panama mess wherein the united states collects rents rente from breweries saloons and brothels just what part of the government should take the responsibility tor for getting this thin country out of the mess however remained a matter of some doubt secretary hurley maintained that the question was under negotiation between the state department and panama but the state department said that although negotiations had been under way they bad lapsed some time ago and had bad not been renewed while officials of the panama legation said that the negotiations concerned only a part of the city of colon anyway and would not remedy the tha situation which exists in the red light districts 40 0 ab o 0 next saturday mrs hoover will be in akron ohio to christen the huge new navy dirigible akron and instead of the now illicit beverage splashed over
