business of being a representative or a senator this man said aid that it was shocking how very little legislators know concerning the laws of their state and country lie he said it was even more shocking to learn leam that women knew practically nothing about their government he affirmed that supposedly intelligent men and women knew nothing about how to proceed to give drafts of laws or amendments in a form that could be even understood that they the slightest conception of how laws are made or are operated such a situation suggests the necessity of the citizens at large making a study of the government of their national and state constitutions nothing would give students of high school a better opportunity than the oratorical contest on the constitution while the objective Is to create a winning oration it Is also a most opportune time to study that document which has made the united states the great nation that she Is today it is a time to learn what law means how it ts Is made why it Is necessary to have law and why we must be obedient citizens it Is a time to build a code of citizenship that will keep america preeminent pre eminent among the nations of the world may it not be said of the oncoming generations when they are required to be legislators congressmen or other officials that they know nothing about law that their ideals are mercenary entering the BECOMES POPULAR ACTIVITY IN HIGH SCHOOL that debating has become one of the principal activities of the school was clearly proved tuesday ot of this week the english room was visa packed at every class period to bear the class debates which took place there at the sixth period it became so congested with students who wished to hear the final debate that the study hall had to be used the opening clash was between the junior negative and senior affirmative the juniors won at the fourth period the senior met the junior affirmative firma tive this perhaps was one of the most snappy and interesting debates ot of the day three junior girls debated three senior boys the girls won only by a narrow margin the clashes between the freshmen and coph sophomores 0 mores took place at the second and third periods the sophomores carried r ed off the honors although the freshmen malle made a very creditable showing at the fifth end and sixth periods the two winners met in the final clashes the junior affirmative met the sophomore negative at the fifth period the sophomores won at the sixth period the sophomore negative met the junior negative n e a the juniors won this tied the junior and sophomore teams team both the juniors and sophomores can not ot have their names engraved on the debating cup therefore a debate will take place as soon as possible between tho the throe outstanding debaters that took part in the interclass inter class clasa contests were c hosen chosen as the debating team tor for the school four boys and tour four girls the two seniors three juniors and three sophomores will make up the squad the students who have won this honor are odell stanley billy stoner theodore dore johnson paul garns carns dorothy don lols lois wilson dorothy holtman and velda lindsay these students are arc able to represent the school well all are conscientious capable students who are not afraid of work they had to work to win in the school contest and they will interest briefs and clippings which has been mimeographed by the commercial department were given each student each made his own argument from these memorized learned hs material and presented his debate everyone in this democratic plan was given an opportunity to win a place on the team beyond any doubt every student in park city high school understands the problems of modern advertisements and will be more careful observers of them in the future 0 0 THE CARNIVAL IT WAS A MOMENTOUS FUNCTION TION the high school carnival has come find and gone it Is an occasion which everyone in high school anticipates with pleasure and remembers with pride last friday night was the momentous function and from start to finish it was wag frolic well worthy the name full of pep and courage which school student Is evidenced by a tentative plan that was drawn by the superintend ot of the various districts of the state wednesday ot of last week in the office ot of the state superintendent in mr alston represented park city at this meeting and submitted the following plan to the english department on his return tentative plan tor for a state wide testing program tor for high school seniors first each bach high school senior in the tell state to be given an aptitude test and an english test in the spring ot of 1929 second the aptitude test to be selected from standardized psychological tests the results of this test to serve an an index ot of ability to do college work and ISO also as a guide in interpreting the results ot of the english test third the english test to be constructed ted by the committee appointed by i the state board ot of education and to con of two parts one part to test know knori i ledge ot of technical english the other part to test ability in composition the english test to be so constructed that the results may be used to a appraise the english work being done in the high schools b serve as a guide in the formula tion of the new course of study by revealing the weak places in the present i procedure and the phases of english work in need of increased emphasis c establish standards and set up ob jec tives which may be used by local schools in
