association wish to express their appreciation to you personally for tile the interest which you have indicated in the tax problems ot of this state they have felt that the park city record has haq been open minded on all the questions quest tons pres presented entea by the utah taxpayers Association i this operative cooperative co action on tie the part of the pre of df the state has been general and it has been a pro no factor in the people of this state stale to the importance of the work assigned to the utah taxpayers association in your issue of july you raise editorially a pertinent question which should be answered to the satisfaction olt of the taxpayers of your county you ask by what authority the summit county tee of the utah taxpayers association assumed to speak tor for the taxpayers of the county it would be an obvious presumption ont OB the part of 0 any group to speak for any constituency without authority however analysis ot of the organization ot of the utah taxpayers association at once discloses the he manner in which the county cocas cam rolt tees ol of this association receive that authority I 1 there are about eleven outstanding classes of 0 taxpayers in utah farmers bankers home and anal building owners merchants manufacturers livestock men miners railroads public util ties Aies and others most alost ot of these are organized bodies at the head at each group such as the utah state farm bureau the executive committee has authority to speak tor for all the people in the class which it represents go in the case ol of the utah farm bureau the executive committee appointed a representative to speak tor for them on the general of 0 the utah taxpayers association in bikeman like manner the railroads manufacturers bankens andi and others appointed their representatives with full power to speak and act tor for them tims thus the general committee of 0 the utah taxpayers association was ormed formed and it was discovered that the men who compose tile the general re practically aily 95 per cent ot of the taxable wealth of 0 the state it in turn these same representatives appointed appon ted the spokesmen in the different counties tor for the interest which they represent for instance the general committeeman representing the farmers appointed a farmer for each county committie committee the bankers did likewise and so on down the line until the entire committee was formed this was the manner in which the summit county committee was organized so that every interest in ill summit county has a spokesman on that committee i it if any interest should feet feel that they were not duly represented their appeal to the general C would at once result in the recognition of thol interest on the county committee commit teo it if therefore there is any interest in summit county that Is not duly represented by tile the menn melm hers the general committee Commit teo should regard it as the finest act ot of coop co op cration to have that tact fact made known to t them bem i each county committee Is working from the aba very fact that all interests Interest Tl are represented no narrow conception of 0 problems can he bod bad and no collus on can result between interests since the men who compose the county committees represent the taxable wealth of 0 the county and are the ones upon whose constituents all the tax burden falls surely it must be regarded as ant anace act 0 of f finest public spirit tor for the county committeemen to guard the interests idt of the Jax taxpayers payers La against unnecessary necess iry and extravagant outlays of public money it if by operation cooperation co wilb public officials the county com iiii nit tees as they are now doing tn in fifteen counties cant cam point out possible savings they are contributing in a large way 10 to the solution ot of one of 0 our vexatious problems asi Pres president dent coolidge has said it is these smaller divisions ot of government referring to communities school districts and counties that are largely responsible tor for the flagrant of economic econom Jc laws we are sure that the taxpaying part ol of
