Show hlll RECESS OP OF CONGRESS S THE RECESS of the congress closes one of the sportiest short iest as well as one of the most important ses 1 in the history of the legislative body an enumeration ot of the list of laws by the congress since april 11 discloses more constructive legis lation than it has been the honor of p any previous congress to enact no previous congress ever responded so willingly to the demands tor public economy this was evidenced not only in the manner in which it I 1 handled requests for appropriations but in its speedy passage ot of the budi bud i get law successfully opposed tor for I 1 eight years by the democratic party i by which the tha public expenditures are to be handled by a system which has long been in practice in success fill private enterprises of any size I 1 the special session enacted more legislation in quantity and more progressive and constructive in quality in behalf of the agricultural interests of the country than was ever enacted by any previous congress more within the short space 0 of I 1 1 less ss than five months than has ever been enacted within any ten ye year ir period of american history realizing the battle tor for supremacy which is to be waged in the future among all nations for the worlds commerce the congress enacted many laws having tor for their especial purpose the promotion ot of americas I 1 foreign trade and protection of those americans who seek to engage in I 1 I 1 foreign commerce at the same time it enacted legislation lation n such as the emergency tariff i the dye embargo the immigration restriction law and other laws which protect the american home market from hurtful and unfair invasion by foreign interests in doing all this the congress merely kept step with other branches of the republican A administration where reconstruction policies and measures of economy are being translated daily into concrete results contrary to democratic assertions inside and outside the halls ot of the congress the brief recess which the congress has agreed to does not indicate either a breakdown in the legislative isla tive branch ot of the government or a desire upon the part of the republicans public ans to shirk any work or any remissness upon the part ot of the senate inasmuch as all tariff and tax legislation must originate in the house ot of representatives according acco iding to the mandates ot of the constitution the house naturally completed its consideration oll and action upon the tariff and tax bills well in advance ot of the senate the history ot of all tariff bills and all general tax oms bills lor for me last halt half a century shows that such measures cannot and are not hustled through the congress they involve the material welfare and the comfort of every amei american n citizen they effect vitally every business and industry the wage of every worker the income ot of every producer the prosperity and contentment ot of every family consequently such Inea measures I 1 cannot he be acted upon in haste regardless rei gard less of 0 which party is in power I 1 the congress takes months to arrive at definite conclusions re gardia gardin such important bills the present session is no exception except im io nor should it be it is to give ali senate committees handling thes the s measures opportunity turbie by having to attend daily ses session to devote their undivided time an attention to these measures that th tb congress has recessed no time wi vi be lost by such recess on the othe hand much time will eventually I 1 saved thereby |
