republican state central committee met today and by a vote of six to throe to sustain the action of the chairman of the committee in notifying governor cummans that the seals of a number of delegates to the republican state convention by the same vote the action of chairman spence in calling the present meeting 1 of the state central committee was ratified in both cases it appears the T chairman acted upon his own response ability he received a petition from adherents adhe rants of george D borkine Por kine a candidate for governor giving notice that the seats of a large number of cumins delegates were contested the i chairman thereupon sent notice of this I 1 governor cumins who seeks a the governor replied in a letter denying the authority of the state cen aral committee to take up the matter of contests asserting that it had no juelg 1 fiction the chairman hocevar how evar sent notices to several newspapers calling the central state committee to meet in toes moines today to consider the contests his explanation to the committee was that two or three of the members were in des moines at the time and after consulting them and receiving their approval he felt justl fled in taking the action ho did in or fler that the delegates who seats were contested might leavo two or three i more days notice than they would have biad if ho had called the committee to gether and submitted to it the petition and to question of a call for ane eting the vote ot six to three atvas 1 regarded as an indication that the committee intended to assume jurisdiction at the contests to hear the the cummins delegates in case the latter entered an appearance there are 1040 delegates entitled to seats in the state convention from the ninety nine counties in the peato when the committee met today there were ten of the eleven members present chairman spence of course did not vote on the motion to sustain his own action thomas F an attorney the friends of george D ns gave notice of contests in ten counties which have ninety two delegates making delegates objected 1 to in bone county with twenty delegates it was claimed that the call tor the county convention stated that convention a motion WAS made hat governor cummins be authorized bo name the seventy two delegates an amendment was offered looking to a division of the delegation between and per kalns baked on the votes cast the delegates to the county were elected this amendment waa laid on the table but the original TOO alon was carried it was urged that the ng of the amendment carried with it the original motion and therefore the delegates elected by governor cummins tp represent polk county in the state convention were not entitle di to seats the committee took up and heard a number of the cases but reached no conclusion although governor cummins had given notice that he would not be responsible before the committee the chairman of throe delegations whose beats are questioned appeared they stated however that they denied the jurisdiction of the state committee which they contended no authority to go behind the returns a imply coming before it tor the purpose of furnishing any information might bo desired such a situation as that now ing in iowa is new to the republicans of this state they have never known anything like it before the party ia apparently divided into two factions inq known as the progressive represented by the friends of gov cum wins and the other called the stand patters who are adherents of george dl the feeling on both sides is very bitter and it is not unlikely that there may be two republican tickets in the field in iowa after next wednesday although the state central committee has as yet taken no action looking to the making up of a temporary roll the cummins say if the contesting delegates are authorized to participate in the temporary organization of the convention action of the state central committee will be ignored and ali legally elected cummins delegates to have the majority will organize the convention as soon as chairman spence calls the delegates to order wednesday morning the talk late tonight indicated that the will decide not to let in all of the contesting delegates it is quite possible it was said that some may be put on the temporary roll but not enough to give the stand patters control of tho temporary organization while a majority of the committee are understood to be stand patters it was asserted that they are not inclined to tako any action which may result in two republican state tickets and pos sibly endanger not only both tickets but probably two or three close congressional districts the friends of per kins however arc atall seemingly confident that they will be able to control the situation the count on ninety delegates instructed for captain tor governor after the first ballot at a mass meeting of ai heranus tonight the speeches were nil favorable to keeping up ithe light to the control of the convention and consequently the nominations as the conviction was expressed that the op position to cummins has a majority of the legally elected delegates A larga number of the delegates to the
