Show FAKE publications effort to be made to exclude them from the mail now york july 12 A special to the press from washington says postmaster general smith has taken up the question of reform in second class mall with attorney general knox these two cabinet members agree that there Is sufficient warrant in existing law for the rigid enforcement of orders against fake publications which have abeen admitted to the malls aa second clans matter it was at first thought that the postmaster general would issue an order setting forth the views of the department and denying second class rates to certain publications it cow seems probable that such will not be the i course of the department investigation has shown that there are so many publications which otter bona fide premiums that a sweeping order would be almost impossible of execution instead of laying down a broad rule the department will conduct its investigations in relation to different publications and determine upon its action in each specific case ft is explained at the department part ment that it is not the intention to refuse second class rates to legitimate publications they have not constituted a burden upon the postal facilities of the country the departments action was aimed against cheap publications which make offers of premiums evidently 0 more value than the publication itself the pos ce department does not wish to injure the business of those publications that give value received tor their subscription price and yet operate premium schemes it only alms to correct abuses which tor in stance have developed in offers of merchandise worth 1 and a practical worthless publication whose subscription price ostensibly is 1 since conference with the department of justice the postmaster general feels sure of his ground and will begin barring certain prints from second class privileges within a week or ten days there is DO disposition on the part of the department to act arbitrarily and all persons affected will have hearings it desired |
