Show OUR LARGER NAVY more holland submarine boats will not be built this biar washington jan 10 the on naval affairs today practically completed the naval appropriation bill but it will biot be in shape to make public tomorrow or saturday the question of the increase of the navy which usually entails the largest contest was easily settled this year by the acceptance of the recommendation men dation of the secretary of the navy for two battleships and two cruisers the committee also finally de elded to give the full increase of en men asked for by the secretary imen hastead of men as tentatively agreed upon yesterday the bill also carries a provision to commission two classes from the naval academy now on their cruises and also to commission the senior class immediately upon their graduation in june this was taken to provide the additional offices of which the department ils greatly in need it will make about new officers available for duty As the senate has twice declined to accept the house proposition to shorten the naval academy course from six to tour adars the committee did not insert it in the bill there is a possibility that in addition to the increase of the navy a number of submarine boats of the holland type will be provided for at the last moment but thiis Is hardly probable the representatives of the company are to be given a hearing tomorrow but the committee has a confidential report of the board bureau chiefs of the navy signed by admirals oneail ONe lIl melville bradford and naval constructor woodward which strongly opposes the authorization ot further boats of this type eight ot these boats were authorized by the last naval appropriation bill the conclusion of the board Is as follows without desiring to discredit mr holland in any way or to detract from the merits of the boat the board is of the opinion that the utility of boats of this kind has not yet been sufficiently demonstrated to authorize the construction of others than those authorized eight in number which Is considered a sufficient number to experiment with As regards the cost of the present boats namely each the board Is of the opinion that if the cost of construction with a reasonable profit to the contractors la alone considered it is a very hilgh price but if the expenses of the company in developing the boat is taken into consideration fhe price is not excessive |
