Show CONGRESS HOUSE washington dec atho committee on rules ot ithe of representatives today decided to bring in a rule for a consideration ot the finance bill the general debate to begin next mon day and continue until friday debate under the five minute rule saturday with a provision or monday aco 18 immediately after the reading 0 the journal twenty minutes on a side will bo allowed or debating the rule washington dec 8 mr tp the mormon representative elect from utah was not in the house when the house convene a today it was agreed immediately after the reading of the i journal that when ibbe house adjourn cd today it be to meet on monday mr dalzell 0 pennsylvania from the committee on rules then presented the amendments to the rules agreed upon by the committe for the creation of a committee on insular affairs to consist of seventeen members to have jurisdiction over all matters excepting those affecting the revenues and the appropriations pertaining to the islands which came to the united states through the treaty of 1899 with spain and to cuba and to increase the membership of the committees on foreign affairs merchant marine and fisheries public lands military affairs naval nav al affairs and district of columbia from 15 to 17 members and the committee on territories from 13 to 15 mr bailey of texas said the minority of the rules committee held no difference of opinion as to the propriety of the creation of the proposed insular committee but it did dissent from the idea that the committee should b created for the purpose of pe dealing with the islands mr dalzell held there was nothing in the resolutions which intimated that the committee was to deal with our islands permanently the resolution was adopted without division mr dalzell then offered the resolution for the consideration of the currency bill it provided for general debate beginning next monday until next friday debate under the live minute rule on saturday and a vote upon the bill after the reading of the journal on monday the mr dalzell said was no disposition on the part of the majority to unduly press the bill it presented simply propositions which had already been debated in the house he committee on rules was of the opinion that the resolution afforded ample time for debate i mr richardson upon the behalf ot the minority said ho dissented most emphatically from the proposition advanced by mr dalzell that the bill to be considered contained nothing radically new for the firs time in the history of the country it proposed by statutory resolution to fasten the gold standard upon the country it such a suggestion had been made two or three years ago he sald half the other side would have beien up in against it he considered the rule unusual aad unjust hut one flay was to be Riven to the minority to study he bill while members of the majority had six mon hs in wh i to prepare themselves mr richardson taunted the majority for their sudden change of base mr bailey of texas declared that the proposed course of the majority was without precedent or defense he made an elaborate argument to prove that it was a proportion to hastily determine a question lo 10 which the best and roost earful consideration should bo given mr danzoll closed the foi the special order and tho roll was called on its adoption the order was adopted by to a strict party vote at p TO the house adjourned until monday |
